The specific language requirements for this position are detailed hereunder. However, external candidates applying for the professional category vacancies and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed, they will be expected to acquire a knowledge of a second working language of the Office during their initial years of service.
IntroductionThe position is in the Management Support and Analytics Unit (HR/MSA) within the Human Resources Development Department (HRD). The Department is the central authority on human resource matters in the ILO. HRD seeks to align the Office’s human resources capacity with the strategic objectives of the Organization to ensure that it can carry out its mission effectively.
The Director of HRD is assisted by a Management Support and Analytics Unit (HR/MSA) for work planning, budget and financial control, central support services, HR data analytics and the coordination of the preparation and production of oversight documents. The Unit is also responsible for the online Talent Management Suite, which is interfaced with the ILO's ERP System, and is available to all staff globally in the ILO’s three official languages (English, French and Spanish).
The Talent Management Suite provides a fully integrated system to support all the core ILO Talent Management processes, including performance management, recruiting, learning and workforce planning.
Under the guidance of the supervisor, the incumbent provides support towards the daily operations and ongoing system administration of the Talent Management Suite, ensuring coherence between Talent information system processes, HR rules, regulations, policies, procedures and guidelines. The incumbent assists with providing data analytics and reports as required.
The incumbent reports to the head of the HR/MSA Unit.
Specific Duties- Under the guidance of the supervisor, provide technical and functional support on Talent Management Suite issues to clients across the Office. Resolve problems and queries received and implement corrective actions, ensuring the correct application of established HR rules, regulations, policies, procedures and guidelines.
- Assist the supervisor in identifying technical or functional issues within the Talent Management Suite. Ensure compliance with established HR rules, regulations, policies, procedures and guidelines, propose and test system enhancements to address such issues; conduct user acceptance testing, and assist in any subsequent implementation.
- Consult with coordinators within HRD to identify training needs for target groups of users of the Talent Management Suite, both within HRD and across the Office. Under the guidance of the supervisor, propose training initiatives, assist in developing, modifying and updating existing training materials and participate in delivering training to users at headquarters and in the field. Draft user guides and targeted non-standard communications to promote the effective application of Talent Management tools and processes.
- Assist with the implementation of HR metrics, analytical tools and dashboards for use by HRD and its clients to guide decision-making related to workforce planning, talent management and staff trends. Provide input into the design, development, testing and implementation of dashboards and reports in the Talent Management Suite, in accordance with users’ roles.
- Undertake research and analyse data from a variety of sources. Prepare analytical reports for internal and external stakeholders. Assist the supervisor in reviewing and revising documents and reports. Obtain required information from inside and outside the organisation and organise and analyse HR and organisational data and statistics using computerised databases.
- Assist with the provision of technical and functional support on data administration within the Talent Management Suite, including system configuration and updates to user settings, security, reference data, user roles and permissions. Assist the supervisor in monitoring the daily interface with the ERP system. Resolve standard problems and implement corrective actions as necessary.
- Under the guidance of the supervisor, liaise with the Talent Management Suite vendor support services to log issues and follow-up to ensure timely resolution of system problems. Assist with the monitoring of upcoming software releases to identify functionalities that would be beneficial for the ILO and support any related implementation activities.
- Liaise with content providers to support the installation of eLearning online materials for the Learning Management System staging and production platforms.
- Perform other relevant duties as assigned.
First level degree in human resources management, social sciences, information systems, or other related field.
ExperienceThree years of relevant experience in human resources management or information technology management, including at least one year of experience working with system administration functionality within a talent management system. Experience with the management of SAP SuccessFactors Recruiting, Performance Management or Learning would be an advantage.
LanguagesExcellent command of English and a working knowledge of French. Spanish would be an advantage.

• Good knowledge of HR information systems, including for Recruiting, Performance Management and Learning Management.

• Good knowledge of PC software (including word processor and spreadsheet and presentation software) such as Microsoft Office, and ability to present analytical information in graphs, charts and tables using such software.

• Objectivity and ability to apply HR rules and regulations in a fair and consistent manner.

Conditions of employment
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
- The first contract will be issued for a twenty-four month period.
- A successful external candidate will be on probation for the first two years of assignment.
- Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
