Org. Setting and Reporting

The Human Resources Section (HR) in the Division of Programme Support (DPS) at ITC aims to have the right people with the appropriate skills and competencies to achieve its strategic and operational goals while providing an enabling and supportive work environment. The HR Section covers all areas of talent acquisition and development, HR administration, and data management and analytics. HR serves as an active listening partner throughout the Organization to ensure it is providing value-added services to meet its corporate mandates and priorities.

Responsibilities
  • Supervises and monitors the work of the Human Resources Assistants in carrying out all human resources administrative transactions including preparation of personnel actions, maintenance of staffing tables, and processing of contracts.
  • Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulation and rules.
  • Provides advice and support to managers and staff on human resources related matters.
  • Prepares special reports and leads special human resources project (design and implementation).
  • Keeps abreast of developments in various areas of human resources.
  • Reviews job offers for successful candidates.
  • Monitors and evaluates HR administration-related activities of client offices, and recommends changes or corrections related to procedures to these offices.
  • Administers, oversees and provides advice on salary and related benefits, travel, and social security entitlements.
  • Determines and recommends benefits and entitlements for staff on the basis of contractual status.
  • Oversees the administration of consultants, individual contractors and interns.
  • Reviews and recommends level of remuneration for consultants.
  • Reviews policies and procedures and recommends changes as required.
  • Designs, plans, monitors and provides induction orientation programme and briefing to new staff members.
  • Assesses training needs in the area of benefits and entitlements, consultancies and internships, identifies, designs and delivers training programmes to staff at all levels throughout the Organization.
  • Advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements.
  • Provides guidance to programme managers on HR administration matters.
  • Assists in preparing policy papers, position papers and briefing notes on issues related to examinations and tests.
  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Performs other duties, as required.
Minimum Qualifications Education

Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related area is required. A first-level university degree in combination with two additional qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in human resources management, administration or related area is required. Experience in the administration of staff benefits and entitlements is desirable. Experience in the administration of consultants and individual contractors is desirable. Experience in the administration of interns is desirable. Experience in an Enterprise Resource Planning (ERP) system in the area of HR management is desirable. Experience in the UN System is desirable.

Languages

Fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
