This position is located in Human Resources Management Unit, Division of Administration, United Nations Office at Geneva. The Human Resources Officer reports to the Chief of the Human Resources Management Service.

Responsibilities

Within limits of delegated authority, the Human Resources Officer will be responsible for the following duties:

  1. Leads, manages and organizes the work of the HR Client Support Centre and Entitlement Team.
  2. Monitors and ensures the implementation of human resources policies, practices and procedures.
  3. Keeps abreast of developments in various areas of human resources.
  4. Prepares reports and participates and/or leads special human resources project(s).
  5. Develops HR change management strategies and people realignment processes for client units.
  6. Interprets and analyzes HR data to help inform strategic decision-making on HR processes and strategies.
  7. Projects and monitors vacant posts of assigned level/group and ensures adherence to policies and procedures in filling these posts.
  8. Develops and implements specific strategies to ensure compliance with recruitment targets and the staffing timelines.
  9. Oversees the recruitment in accordance with UN principles and monitors compliance to diversity/gender equity targets.
  10. Participates in internal succession planning discussions to provide expert advice on organisational structure, job classifications, recruitment, and staffing.
  11. Oversees preparation of job descriptions, job openings, conducts HR assessments and provides advice and support to managers on further evaluation of applications, including on conducting technical assessments and interviews of candidates.
  12. Reviews submissions to central review bodies and recommendation on the selection of candidate by client offices.
  13. Reviews and sends job offers for successful candidates.
  14. Provides technical and operational implementation support to the HR aspects of change processes.
  15. Promotes HR initiatives that support organizational culture change, improved results, and staff development.
  16. Implements a centralized HR case management system to organize, prioritize, and resolve HR related issues efficiently.
  17. Collaborates effectively with other HR experts to provide coherent solutions for clients.
  18. Participates in task forces and working groups identifying issues/problems, formulating policies and guidelines, and establishing new procedures.
  19. Advises on the development, modification and implementation of United Nations policies and practices on entitlements.
  20. Provides advice on interpretation and application of policies, regulations and rules.
  21. Reviews and provides advice on exceptions to policies, regulations and rules, leads preparation of presentations and delivers presentations and briefings on HR entitlements.
  22. Monitors staff welfare and identifies/proposes appropriate programmes and remedial action.
  23. Supervises and monitors the work of the junior human resources officers and partners in undertaking the full range of human resource management activities.
  24. Provides guidance to programme managers on the application of classification policies and procedures.
  25. Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  26. Performs other duties as required.

Actively supports the development and career aspirations of staff. Appraises performance fairly.

Education

Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

A minimum of seven years of progressively responsible experience in human resources management, administration or related area is required. Experience in human resources management in the United Nations Common System or a comparable international organization with a large and diverse workforce is required. Experience in administering staff contracts, entitlements and benefits for clients working in different geographical locations is required. Experience in conducting classification analysis for jobs using the International Civil Service Commission (ICSC) standards is required. Experience in using Enterprise Resource Planning (ERP) system in internal work settings is required. A minimum of five years of experience in leading a team or unit is desirable. Two years or more of experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in both English and French is required. Knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
