ORGANIZATIONAL UNIT

The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:

- Office of the Deputy to the Director and Field Operations Coordination Department
- Partnerships for Digital Development Department
- Digital Networks & Society Department
- Digital Knowledge Hub Department

The office of the Deputy to the Director and Field Operations Coordination Department is responsible for advising and supporting the Director on the direction and management of the Bureau. It is also responsible for leading all matters related to personnel, strategic, financial and operational planning and reporting processes. The department oversees the work of the Regional Offices, ensuring proper delegation of authority and accountability of the Regional Offices. This department coordinates the holding of BDT conferences and events, monitors the implementation of decisions emanating from the World Telecommunication Development Conference (WTDC), the Telecommunication Development Advisory Group (TDAG) or Council, and cooperates closely with the other Sectors of the Union and the General Secretariat on matters of relevance to BDT and the overall work of the Union. BDT Regional Directors report to this department.

**BACKGROUND INFORMATION**:
The increasing digitalisation of today’s world has created new challenges to children’s safety and protecting children online has emerged as a significant challenge to be addressed.
The Child Online Protection (COP) Guidelines devised by ITU outline recommendations for all relevant stakeholders aims to contribute to the development of a safe and empowering online environment for children and young people.

**TERMS OF REFERENCE**:
Under the direction of the ITU BDT Child Online Protection Global Project Management Team, in direct collaboration with the expert on Child Online Protection strategy developments, as well as in close coordination with the COP thematic focal point of the AMS Region, and national experts in respective countries, the consultant will develop the necessary resources and tools to gather relative information for an assessment of the national context and further development of the National Strategy. The consultant will perform the following duties at the national level:

- **Offsite Work**: To develop a Draft National Strategy and Framework on COP and the implementation timeline. This includes:

- **Questionnaires**: To prepare questionnaires to initially assess the National Child Online Safety including all stakeholders, the Government, the Private sector, and Civil Society (children, parents, and teachers), to understand perception and experience of technology and associated issues, the current legislative frameworks, capacity building programmes, hotline/helpline services, victim assistance/victim integration measures, dedicated law enforcement units and dedicated staff available in the CIRTS.
- **Online Desktop research**: Strategic desktop review of the national COP related activities, frameworks and good practices.
- **Online Consultations**: To undertake remote consultation with respective countries to validate the questionnaire response from all stakeholders.
- **Online Meetings**: Interviews with relevant stakeholders including all relevant Ministries in the country and presentation of concrete recommendations for each key area and the responsible Ministry.
- **Interaction**: Engagement with specific targeted workgroups and relevant stakeholders involved in the protection of children online (IT, Internet industry, education services, NGOs, social services, the police,
