ORGANIZATIONAL UNIT

The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:

- Office of the Deputy to the Director and Field Operations Coordination Department
- Partnerships for Digital Development Department
- Digital Networks & Society Department
- Digital Knowledge Hub Department

**BACKGROUND**:
ITU, the United Nations specialized agency for ICTs, is working with the United Kingdom’s Foreign, Commonwealth & Development Office (FCDO) Digital Access Programme (DAP) to implement connectivity and digital skills programmes in underserved communities and for broader digital inclusion in five DAP countries (Brazil, Indonesia, Kenya, Nigeria and South Africa). The range of activities allows ITU to work with new partners and implement innovative connectivity and capacity development projects.

**TERMS OF REFERENCE**:
Under the direction of the Head Special Initiatives, and the ITU FCDO Programme Officer, the consultant will:

- Provide project coordination and technical support for the implementation of the ITU -FCDO Phase 2 related initiatives described in the ITU-FCDO country workplan for South Africa, providing technical insights on the topics of regulation, connectivity, infrastructure mapping, digital skills, and other areas related to the project.
- Play a key role in the development and maintenance of key government, FCDO DAP project team, and related stakeholders' relationships in South Africa, in close coordination with the ITU FCDO Programme Officer and the ITU Area Office for Southern Africa.
- Liaise with the ITU Programme Officer and FCDO DAP South Africa team on the progress of activities and deliverables for South Africa.
- Support the coordination, and update ITU and FCDO DAP colleagues, on activities at regular intervals, through weekly meetings, using project management tools, documents on teams and progress reports.

**CONCRETE DELIVERABLES**:

- Related activities undertaken to support the implementation of ITU-FCDO Phase 2, to ensure that KPIs agreed in the country plan are delivered on time.
- Weekly coordination of regular update meetings with ITU and FCDO-DAP colleagues in South Africa on progress of the implementation of Phase 2, including drafting of meeting and site visit reports.
- Delivery of all project indicators defined in the ITU-FCDO South Africa country plan within budget and to high standards.
- Technical contributions to research, publications and workshops conducted as part of the South Africa country workplan.
- Delivery of drafts for internal reporting and donor reporting, including contributions to quarterly reports and steering committee meetings.
- Communication deliverables (such as impact stories) around the programme activities in South Africa.

**QUALIFICATIONS REQUIRED**:
**Education**:University degree in business administration, international development, social science, engineering, programme/project management, information technology, or any relevant area of study to support knowledge in programme/project management and telecommunications, or a related field. An advanced degree would be an advantage.

**Experience**:At least five (5) years of progressively responsible experience in the implementation of training and/or capacity development projects or activities in the field of telecommunications and digital development is preferred.

**Languages**:Knowledge of English at advanced level.

**REMUNERATION INFORMATION**:
USD 230-300 / working day.
