ORGANIZATIONAL UNIT

The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:

- Office of the Deputy to the Director and Field Operations Coordination Department
- Partnerships for Digital Development Department
- Digital Networks & Society Department
- Digital Knowledge Hub Department

The office of the Deputy to the Director and Field Operations Coordination Department is responsible for advising and supporting the Director on the direction and management of the Bureau. It is also responsible for leading all matters related to personnel, strategic, financial and operational planning and reporting processes. The department oversees the work of the Regional Offices, ensuring proper delegation of authority and accountability of the Regional Offices. This department coordinates the holding of BDT conferences and events, monitors the implementation of decisions emanating from the World Telecommunication Development Conference (WTDC), the Telecommunication Development Advisory Group (TDAG) or Council, and cooperates closely with the other Sectors of the Union and the General Secretariat on matters of relevance to BDT and the overall work of the Union. BDT Regional Directors report to this department.

**BACKGROUND**:
The World Telecommunication Development Conference (WTDC-22) had mandated the BDT to foster the development of vibrant innovation ecosystems and nurture sustainable growth of ICT enabled economies in support of the Sustainable Development Goals.

To achieve these objectives, BDT has developed a digital innovation framework and has been actively undertaking comprehensive country reviews, disseminating information, conducting studies, and building innovation capacity at the national level. Additionally, based on new regional initiatives on innovation from WTDC-22, there is a need to support membership to deliver contextual country assessments for countries.

In this context, there is a need to diagnose the capacity to innovate ecosystems in one country in the southern Africa Region. This will lead to national capacity building and generation of the digital innovation profile for the countries to be launched at a national innovation dialogue or forum.

**TERMS OF REFERENCE**:
Under the direction of the Regional Director for Africa, in cooperation with the Programme Officer for the Regional Office for Africa, and under the guidance of the BDT Digital Innovation Ecosystems Coordinator, the consultant will:

- Undergo onboarding training under the guidance of the Digital Innovation Profile (DIP) Coordinator.
- Conduct comprehensive research to support the development of the DIP.
- Identify key stakeholders active in the field of digital innovation in Zambia.
- Facilitate the preparation, content development, delivery and outcome of Co-Creation Workshops and the Stakeholders’ Forum with national-level stakeholders (on site and/or virtually) using ITU’s existing methodology, tools and templates.
- Provide support in collecting feedback from countries to prepare for finalizing and publishing the report.
- Maintain regular meetings with Country Focal Points, DIP Coordinator, and the ITU Regional Office for Africa.

**CONCRETE DELIVERABLES**:

- Prepared list of relevant stakeholders active in the national ecosystem.
- Conduction of 30 qualitative interviews with stakeholders in Zambia in the prescribed format.
- Conveying of one-on-one interviews with stakeholders to gather experts' insights.
- Delivery of draft and development of a Digital Innovation Profile draft 0.5 for internal review and feedback based on ITU’s existing template and structure.
