ORGANIZATIONAL UNIT
The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:
- Office of the Deputy to the Director and Field Operations Coordination Department
- Partnerships for Digital Development Department
- Digital Networks & Society Department
- Digital Knowledge Hub Department
The office of the Deputy to the Director and Field Operations Coordination Department is responsible for advising and supporting the Director on the direction and management of the Bureau. It is also responsible for leading all matters related to personnel, strategic, financial and operational planning and reporting processes. The department oversees the work of the Regional Offices, ensuring proper delegation of authority and accountability of the Regional Offices. This department coordinates the holding of BDT conferences and events, monitors the implementation of decisions emanating from the World Telecommunication Development Conference (WTDC), the Telecommunication Development Advisory Group (TDAG) or Council, and cooperates closely with the other Sectors of the Union and the General Secretariat on matters of relevance to BDT and the overall work of the Union. BDT Regional Directors report to this department.
**BACKGROUND INFORMATION**:
The Smart Village and Smart Island initiative comprises a locally led, integrated, and holistic approach to provide access to digital services for all citizens of rural communities, with the integration of digital technologies serving as a crucial enabler of equitable, qualitative and efficient delivery of Sustainable Development Goals (SDG) related services for all.
The objective of the consultancy is to undertake a needs assessment within the framework of the Smart Island initiative for Cape Verde based on national priority needs, analysis of the current socio-economic situation and SDG implementation status in Cape Verde.
The needs assessment will also serve to design a blueprint, establish a Smart Island model in Cape Verde to be piloted in a limited number of villages/districts based on well identified needs and respond to actual development objectives and priorities of rural population in Cape Verde.
This will be aligned with any existing broader strategies on Digital Transformation for Sustainable Development in Cape Verde focused on rural and underserved areas.
**TERMS OF REFERENCE**:
Under the direction of the Regional Director for Africa, the Head of Digital Services Division of BDT, ITU Area Representative for West Africa and in coordination with the Programme Coordinator for the Regional Office for Africa, the consultant will:
- Develop a detailed implementation plan for conducting the study of Smart Island Needs Assessment and related research methodology.
- Identify a list of stakeholders to consult with, including government ministries, NGO, UN agencies, private sector, etc. in close collaboration with other key stakeholders.
- Collect information and engage in discussions with stakeholders, including individuals and groups, within the local community of targeted villages, islands and districts. This process involves conducting thorough evaluations of digital infrastructure, human and institutional capabilities, current technologies in use, essential digital services demanded by residents and organizations, relevant policies and regulations, affordability of services, utilization of local languages, and other pertinent factors. This effort will be supplemented by researching existing published reports.
