ORGANIZATIONAL UNIT

The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:

- Office of the Deputy to the Director and Field Operations Coordination Department
- Partnerships for Digital Development Department
- Digital Networks & Society Department
- Digital Knowledge Hub Department

The office of the Deputy to the Director and Field Operations Coordination Department is responsible for advising and supporting the Director on the direction and management of the Bureau. It is also responsible for leading all matters related to personnel, strategic, financial and operational planning and reporting processes. The department oversees the work of the Regional Offices, ensuring proper delegation of authority and accountability of the Regional Offices. This department coordinates the holding of BDT conferences and events, monitors the implementation of decisions emanating from the World Telecommunication Development Conference (WTDC), the Telecommunication Development Advisory Group (TDAG) or Council, and cooperates closely with the other Sectors of the Union and the General Secretariat on matters of relevance to BDT and the overall work of the Union. BDT Regional Directors report to this department.

**BACKGROUND INFORMATION**:
ITU is assisting Ukraine in its efforts to restore and rebuild its Information and Communication Technologies (ICT) and telecommunications infrastructure in response to Resolution 1408 of the ITU Council on assistance and support to Ukraine for rebuilding its telecommunications sector, Resolution A/RES/ES-11/12 of the United Nations General Assembly on aggression against Ukraine, and Resolution 34 (Rev. Dubai, 2018) of the ITU Plenipotentiary Conference on assistance and support to countries.

The State Service of Special Communications and Information Protection of Ukraine (the SSSCIP) reported that in Chernihiv, Donetsk, Kharkiv, Kherson, Kyiv, Lugansk, Mykolaiv, Rivne, Sumy, Vinnytsia and Zaporizhzhya regions, severe infrastructural damages occurred to a series of broadcasting stations’ high-rise constructions, with associated transmission equipment and antenna-feeder systems. These facilities ensure the provision of socially significant services, such as telecommunication services, including telephone communication, broadcast of television and radio programs.

In this capacity, ITU and Ukraine have identified the five most critical broadcasting stations to be targeted by this activity in the cities of Bilopylla, Kharkiv, Trostyanets, Velyka Oleksandrivka and Vinnytsia in Ukraine. The objective is to produce a technical report that includes an initial assessment and analysis of current damages (1), technical specifications needed to restore or rebuild the broadcasting station (2), as well as a timeline and costs associated with a bankable project proposal (3) to be presented to the international donor community to support and finance the restoration of the identified broadcasting stations.

**TERMS OF REFERENCE**:
Under the direction of the Head of the ITU Office for Europe, in close coordination with five technical consultants on ICT and Broadcasting (one per broadcasting station), together with the Radiocommunication Bureau, and together with the Future Networks and Spectrum Management Division (FNS) of the Telecommunication Development Bureau, the identified lead consultant will produce a technical report on the broadcasting destructions and damages caused to the broadcasting stations in the cities of Bilopylla, Kharkiv, Trostyanets, Velyka Oleksandrivka and Vinnytsia in Ukraine and contribute to the elaboration of bankable project proposals for the restoring or reconstruction of
