ORGANIZATIONAL UNIT

The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:

- Office of the Deputy to the Director and Field Operations Coordination Department
- Partnerships for Digital Development Department
- Digital Networks & Society Department
- Digital Knowledge Hub Department

**BACKGROUND INFORMATION**:
Within the framework of ITU’s assistance on the National Frequency Spectrum Review of the Republic of the Gambia and in close collaboration with the National Ministry of Communication and Digital Economy, ITU is supporting the assessment of the national spectrum utilization. The support includes accelerating the Digital Television Transition, optimizing spectrum management, ensuring equitable distribution of resources, and developing a comprehensive National Spectrum Policy and Strategy.

**TERMS OF REFERENCE**:
To this extend the consultant will:

- Assess the national frequency planning and the allocation and assignment of all spectrum resources.
- Conduct a comprehensive assessment of the national frequency planning of the Gambia including the latest existing national frequency table.
- Identify who is assigned to what spectrum band(s) and who is having what spectrum band (s) and the times of assignment for each given bands.
- Conduct signal monitoring exercise from the assigned allocated spectrum in the following bands of frequency: 700 Mhz, 800 Mhz, 2600 Mhz, 2300 Mhz and 3500 Mhz.
- Carry out inventory and review of spectrum through quantitative and qualitative assessments of the allocations and assignments with a view to making any recommendation for improving the optimal utilization of spectrum in The Gambia.
- Advise and proffer guidelines for the assessment of The Gambia’s national spectrum management practices and spectrum licensing framework by taking into consideration the requirements of the current analogue to digital migration project in terms of its implementation within the ambit of the existing Digital Broadcasting Policy.
- Conduct and identify existing spectrum sharing mechanisms if any and sharing method(s) used if any.
- Identify the bands that would be suitable for 5G deployment and the anticipated bands for future generation technologies such as 6G.
- Identify used and unused spectrum. This is to determine usage of assigned spectrum and eliminate spectrum hoarding issues.
- Carry out monitoring exercise. Identify existing spectrum monitoring and management tools used by the Gambia ICT Regulator (PURA), gauge effectiveness of the tools used and identify tools that are needed to enhance spectrum monitoring and management.
- Provide reference to the best practice as dictated by the ITU and in line with modern technology in communication.
- Activate the Government regarding the Digital dividend Bands.
- Advise on Spectrum Auctioning Strategies, Methods and Best Practices, specifically on the ones identified as Digital Dividend Bands of part of the spectrum, advise on how spectrum auctioning can fit in the Gambia context and if to be done identify ways to improve it.

**CONCRETE DELIVERABLES**:

- Produce an inception report for the entire assignment and share it with the client for review and adoption.
- Produce a comprehensive report on the outcome of the assignment, reference to standards, technologies used as recommended by ITU.
- Provide recommendation on the outcome of the monitoring exercise and recommend tools to better ensure an effective monitoring and management of national spectrum resources.
- Develop a National Spectrum Strategy:

- Phase 1: Consultant work mobilization, work plan, work schedule, comments and approval on the work.
