ORGANIZATIONAL UNIT
The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:
- Office of the Deputy to the Director and Field Operations Coordination Department
- Partnerships for Digital Development Department
- Digital Networks & Society Department
- Digital Knowledge Hub Department
The office of the Deputy to the Director and Field Operations Coordination Department is responsible for advising and supporting the Director on the direction and management of the Bureau. It is also responsible for leading all matters related to personnel, strategic, financial and operational planning and reporting processes. The department oversees the work of the Regional Offices, ensuring proper delegation of authority and accountability of the Regional Offices. This department coordinates the holding of BDT conferences and events, monitors the implementation of decisions emanating from the World Telecommunication Development Conference (WTDC), the Telecommunication Development Advisory Group (TDAG) or Council, and cooperates closely with the other Sectors of the Union and the General Secretariat on matters of relevance to BDT and the overall work of the Union. BDT Regional Directors report to this department.
**BACKGROUND INFORMATION**:
The ITU Regional Office for Arab States, in collaboration with the UN Economic and Social Council for Western Asia (ESCWA) and the Ministry of Digital Economy and Entrepreneurship (MoDEE) of the Kingdom of Jordan are developing a study on the Kingdom of Jordan’s readiness and the potential of the Kingdom of Jordan to utilize immersive technologies (including virtual reality, augmented reality and the metaverse) to achieve national development targets, in particular the country’s national gaming strategy adopted with the intention of creating new jobs in this domain.
The study should:
- Describe the status of use of Immersive technologies (Virtual Reality, Augmented Reality, Extended reality and Metaverse) in the Kingdom of Jordan considering the regional and global context and global good practices pertaining to national immersive technologies and/or gaming strategies, and the potential economic impact of investing in this field.
- Assess the readiness of the Ecosystem in the Kingdom of Jordan for using immersive technologies to create jobs in the electronic gaming industry (in terms of infrastructure, legal and regulatory framework, capacities, data governance framework etc.)
- Develop a project concept note on an area identified by the study that requires international assistance to the Kingdom of Jordan to promote this enabling environment for the use of immersive technologies in the electronic gaming industry. Areas might include:
- Improving the ecosystem including legal, regulatory and policy frameworks
- Developing capabilities including capacity-building
- Securing funds and/or providing incentives for the gaming sector
- Creating specific centers/incubators/accelerators with appropriate infrastructure
- Organizing specific awards and a hackathon
Partners, specifically ESCWA, will assist with the collection of data on the national level.
**TERMS OF REFERENCE**:
Under the direction of the Programme Coordinator in the ITU Arab Regional Office and in collaboration with the focal points from MoDEE and ESCWA, the consultant will:
- Develop this assessment study before mid-December 2023. The consultant will take the lead on coordinating with ESCWA on the collection of the data and information needed from local sources to complete the research.
