ORGANIZATIONAL UNIT

The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:

- Office of the Deputy to the Director and Field Operations Coordination Department
- Partnerships for Digital Development Department
- Digital Networks & Society Department
- Digital Knowledge Hub Department

The office of the Deputy to the Director and Field Operations Coordination Department is responsible for advising and supporting the Director on the direction and management of the Bureau. It is also responsible for leading all matters related to personnel, strategic, financial and operational planning and reporting processes. The department oversees the work of the Regional Offices, ensuring proper delegation of authority and accountability of the Regional Offices. This department coordinates the holding of BDT conferences and events, monitors the implementation of decisions emanating from the World Telecommunication Development Conference (WTDC), the Telecommunication Development Advisory Group (TDAG) or Council, and cooperates closely with the other Sectors of the Union and the General Secretariat on matters of relevance to BDT and the overall work of the Union. BDT Regional Directors report to this department.

**BACKGROUND INFORMATION**:
The purpose of the Roster is to establish a pool of qualified program/project evaluation consultants, to undertake mid-term or final evaluations of selected projects and programmes implemented by the ITU Telecommunication Development Bureau (BDT). The Roster may be used to evaluate programmes implemented by other ITU teams.

**TERMS OF REFERENCE**:
The consultant selected for the roster will be considered for carrying different types of evaluations of selected projects and programmes (including but not limited to mid-term and final evaluations) implemented by the ITU Telecommunication Development Bureau (BDT). Specific reporting and working relationships will be specified at the time of contracting. Detailed Terms of Reference (TOR) with relevant annexes and additional guidance will be provided for each assignment. To this extend, the consultant will:

- Produce evaluation inception report.
- Prepare a presentation of initial findings at the end of data collection mission.
- Produce draft report and briefing for the evaluation manager, programme/project managers and stakeholders on the progress and key findings and recommendations.
- Produce final evaluation report, taking into consideration comments and questions on the evaluation report.
- Keep track of completed evaluation audit trail with evaluators’ response to all comments and produce an annex with documented good practices, and lessons learned from the evaluation.
- Conduct validation workshop with key stakeholders.
- Perform other activities as required.

**CONCRETE DELIVERABLES**:

- Final evaluation report.
- Documented good practices, and lessons learned.
- As applicable, other deliverables defined in the specific Detailed Terms of Reference (TOR) for each evaluation.

**COMPETENCIES**:

- Knowledge of various evaluation methodologies.
- Ability to implement evaluation best practices.

**QUALIFICATIONS REQUIRED**:
**Education**:University degree in a relevant field in development studies, international development, telecommunications/ICTs, other relevant political or social sciences area, or closely related field. A certification in Evaluation will be an asset.

**Experience**:At least five (5) years of professional work experience in conducting and managing evaluations.

Experience working in one ore more of the following regions: Latin America & Caribbean; Africa, Arab States;
