ORGANIZATIONAL UNIT
The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:
- Office of the Deputy to the Director and Field Operations Coordination Department
- Partnerships for Digital Development Department
- Digital Networks & Society Department
- Digital Knowledge Hub Department
**BACKGROUND INFORMATION**:
Disasters have devastating effects on people’s lives and livelihoods, and in terms of economic losses. The Least Developed Countries (LDCs) and Small Island Developing States (SIDS) are particularly vulnerable to the effects of climate change and natural hazards.
Information and Communication Technologies (ICTs) play an important role in increasing resilience of countries facilitating the flow of vital information in a timely manner before, during and after disasters strike. Information is critical for decision-making processes, as well as for rapid response during emergencies. The incredible growth in ICT networks and services, including radio, satellite, and mobile services, means that the opportunity is there for more people to be reached in a timely manner. However, resilience in these systems needs also to be considered to ensure such systems survive catastrophic events.
ITU plays an important role in using ICTs for disaster risk reduction and management, through the design of National Emergency Telecommunication Plans (NETP), which are developed based on the ITU Global Guidelines for National Emergency Telecommunication Plans, the setting up of early warning and monitoring systems and the provision of emergency telecommunications equipment when disasters strike.
Therefore, in a disaster context, emergency telecommunications play a pivotal role in disaster management. They enable information sharing, monitoring, and coordination of preparedness and response works. To test if technologies and services are in place and ready to be used, there is a need to develop simulation exercises. The table-top simulation exercises serve as a platform for participants to test and refine national plans, and procedures - including policies and regulatory frameworks on emergency telecommunications as well as to provide an overview of whether networks, redundant communications capacity, personnel, and other telecommunication systems, including Early Warning Systems (EWS) are in place and ready to be used for disaster management.
There is an opportunity to further strengthen interagency collaboration on the preparation, capacity building, and conduction of a tabletop SimEx. The United Nations Children's Fund (UNICEF), ITU, the UN World Food Programme led Emergency Telecommunications Cluster (ETC), and the Global System for Mobile Communications (GSMA), are jointly proposing a proactive collaboration in the area of emergency telecommunications preparedness. Specifically, proposing an interagency SimEx Training of Trainers (ToT) to jointly support the capacity building of trainers who will be available to support local emergency telecommunications preparedness SimEx design and delivery. Through this training, each organization will identify and train approximately two of its staff members to be able to organize, design, and conduct simulation exercises in countries that request this support. The training is expected to last 3 days.
This will seek for the development of the required training materials.
A simulation tabletop exercise will be developed to engage participants in an interactive learning experience on the alignment between “people, process, and technology” for effective preparedness and response.
