ORGANIZATIONAL UNIT

The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:

- Office of the Deputy to the Director and Field Operations Coordination Department
- Partnerships for Digital Development Department
- Digital Networks & Society Department
- Digital Knowledge Hub Department

The Digital Knowledge Hub Department is responsible for providing best practices and information to support the public policy decisions of ITU Member States. This department provides a platform for the members, as well as for external entities such as researchers, the private sector and other development agencies, to obtain critical information on digital trends, information society developments and digital skills. In addition to consolidating ITU's position as the recognized global source for regulatory information and ICT data, this department is responsible for the work of ITU-D Study Groups. Finally, this department provides capacity and digital skills building programmes.

**BACKGROUND INFORMATION**:
The Digital Skills Toolkit was developed by the ITU in 2018 to provide policymakers and other stakeholders with practical information, examples, and step-by-step guidance while developing national digital skills strategies.

Over the years, the digital skills environment has changed making it necessary for the toolkit to be reviewed. Considering this, the objective of the assignment is to review the ITU Digital Skills Toolkit taking into account existing digital skills frameworks, and to put together a toolkit that is aligned with those frameworks and updated based on latest developments in the digital ecosystem. This toolkit will be designed for use by stakeholders who may need to develop digital skills strategies or incorporate digital skills within their existing national digital strategies.

Under the direction of the Head of Capacity and Digital Skills Development (CSD) Division, within the Knowledge Hub Department, the consultant will review and update the ITU Digital Skills Toolkit. Taking into consideration ongoing work on digital skills assessments, development and implementation of digital skills policies and strategies, and paying close attention to current practices and future trends, the consultant will evaluate relevant digital skills frameworks and update the toolkit with relevant and current information. In close coordination with ITU, the consultant will determine which parts of the toolkit should be kept as is, removed, upgraded, or replaced. The consultant will also consider new sections to be added to the toolkit.

**TERMS OF REFERENCE**:
The report should be at least 40 pages with the following deliverables:
**Analysis of the ITU Digital Skills Toolkit**:
The consultant will review the latest version of the toolkit to determine which parts have become obsolete and should be removed, which sections need to be augmented, and which sections need to be removed; he/she will also propose new sections to be introduced to the toolkit. The consultant will provide a proposal to ITU for discussion and approval.

**Assessment of relevant digital skills frameworks**:
The consultant will analyze existing digital skills/competency frameworks (including the EC DigComp framework) to determine what guidance the toolkit should draw from, specifically looking into the categorization of digital skills/competencies and propose a feasible categorization approach that the toolkit can be based upon. The consultant will also draw from the existing frameworks to determine other critical elements which can be introduced into the toolkit.
