ORGANIZATIONAL UNIT

The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:

- Office of the Deputy to the Director and Field Operations Coordination Department
- Partnerships for Digital Development Department
- Digital Networks & Society Department
- Digital Knowledge Hub Department

**BACKGROUND INFORMATION**:
The International Telecommunication Union (ITU) aims to enhance the cybersecurity readiness, protection, and incident response capabilities of Member States by conducting Cyber drills at the national and regional level. To date, ITU has held thirty-four Cyber drills, involving more than 120 countries committed to improving cybersecurity at Regional, National and global level.

ITU is seeking an event coordinator to support the organization of the 2023 ITU Cyber drill for Europe, Asia and the Pacific Regions. The event is scheduled to take place fully in-person, ensuring direct engagement and interaction among the participants. It will span over a period of four days, encompassing different activities and exercises. (one day workshop, one day training, two days cyber exercises).

This Cyber drill aims to bring together the cybersecurity community in the region while fostering international cooperation. It will emphasize the role of national Computer Incident Response Teams (CIRTs), Computer Security Incident Response Teams (CSIRTs), and Computer Emergency Response Teams (CERTs), in building cyber resilience and protecting critical information infrastructure.

**TERMS OF REFERENCE**:
Under the guidance of the Head of the ITU Office for Europe and in close coordination with ITU Regional Office for Asia and the Pacific and the BDT Cybersecurity Division, the consultant will play a pivotal role in the success of the event, from initial planning to organization and smooth execution and post event debriefing and follow-up actions. To this extend, the consultant will:

- Elaborate and update the draft concept note of the Cyber drill;
- Develop a draft strategy for the engagement and participation of relevant regional and national institutions from both regions;
- Act as coordinator and focal point for partners and speakers (arrange meetings/conference calls, note taking/summaries, follow-ups/reminders, draft invitation letter and circular, prepare a practical information pager for participants);
- Provide assistance to speakers, panellists, moderators and participants;
- Coordinate all logistics onsite including testing and checking the room set up, podium, presentations, or any related activity;
- Provide content for the dedicated webpage and online program (text, visuals, collect bios, profile photos, sponsors’ logos, company profiles, quality checks, etc.);
- Assist with the promotion of the event (social media outreach and partners’ engagement);
- Assist with the collection of relevant information during the event;
- Prepare the meeting report and blog with the main take-aways;

**CONCRETE DELIVERABLES**:

- Successful planning and implementation of ITU Cyber drill for Europe, Asia and Pacific Regions.
- Recommend specific lessons learnt outcome following event.
- Outcome report and blog with the main take-aways.

**COMPETENCIES**:

**QUALIFICATIONS REQUIRED**:
**Education**:University degree in Computer Science, International and European Security, Journalism and Communication Sciences or a related field. An advanced degree would be an advantage.
