ORGANIZATIONAL UNIT
The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:
- Office of the Deputy to the Director and Field Operations Coordination Department
- Partnerships for Digital Development Department
- Digital Networks & Society Department
- Digital Knowledge Hub Department
**BACKGROUND INFORMATION**:
ITU Regional Office for CIS in coordination with the headquarters’ cybersecurity team is managing a variety of activities on cybersecurity. These activities aim to support the implementation of the WTDC-22 Regional Initiative CIS2 “Cybersecurity and personal data protection”.
In particular, ITU activities in the CIS region include:
- Regional and national cyberdrills for national CIRTs.
- Projects to establish or enhance national and governmental CIRTs.
- Technical trainings on different topics.
- Policy and strategy advise.
- Coordination and measures to foster cooperation between countries and between public and private sectors.
**TERMS OF REFERENCE**:
Under the direction of the ITU Regional Office for CIS, the consultant will assist in running the ITU technical activities on cybersecurity through the following:
- Provide technical input to ITU cyber-drills, CIRT projects and trainings.
- Develop and deliver scenarios for the cyber-drills.
- Develop materials and deliver technical trainings to the beneficiary countries.
- Facilitate deployment of software and hardware within the ITU projects, train beneficiary countries staff.
- Accumulate best practices from CIS countries and facilitate knowledge exchange.
- Regularly update on gaps and challenges in the target countries.
- Provide input to progress reports, annual work planning and budgets for internal use as well as for donors, partners, and other stakeholders.
- Maintain an updated list of key government bodies, CIRTs, private sector actors and other relevant stakeholders and potential partners in the CIS countries as is relevant for the cybersecurity programme implementation.
**CONCRETE DELIVERABLES**:
- Technical input to ITU cyber-drills, CIRT projects and trainings.
- Cyberdrill scenarios.
- Technical trainings to the beneficiary countries.
- Deployment of software and hardware within the ITU projects.
- Best practices from CIS countries complied.

- Updated list of key government bodies, CIRTs, private sector actors and other relevant stakeholders and potential partners in the CIS countries.
**COMPETENCIES**:
Extensive knowledge of telecom networking, incident response, cyberthreat intelligence and digital forensic.
**QUALIFICATIONS REQUIRED**:
**Education**:University degree in telecom, IT, cybersecurity or a related field. An advanced degree would be an advantage.
**Experience**:At least seven (7) years of experience in cybersecurity programme or project management, specifically in incident response, cyberthreat intelligence and digital forensic. Proven experience in managing and implementing CIRT/CERT/CSIRT/SOC related projects in developing countries. Proven experience in delivering technical trainings on cybersecurity to CIRT staff.
**Languages**:Knowledge of Russian and English at advanced level.
**REMUNERATION INFORMATION**:
