ORGANIZATIONAL UNIT

The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:

- Office of the Deputy to the Director and Field Operations Coordination Department
- Partnerships for Digital Development Department
- Digital Networks & Society Department
- Digital Knowledge Hub Department

The office of the Deputy to the Director and Field Operations Coordination Department is responsible for advising and supporting the Director on the direction and management of the Bureau. It is also responsible for leading all matters related to personnel, strategic, financial and operational planning and reporting processes. The department oversees the work of the Regional Offices, ensuring proper delegation of authority and accountability of the Regional Offices. This department coordinates the holding of BDT conferences and events, monitors the implementation of decisions emanating from the World Telecommunication Development Conference (WTDC), the Telecommunication Development Advisory Group (TDAG) or Council, and cooperates closely with the other Sectors of the Union and the General Secretariat on matters of relevance to BDT and the overall work of the Union. BDT Regional Directors report to this department.

**BACKGROUND INFORMATION**:
The PRIDA (Policy and Regulation Initiative for Digital Africa) programme aims to promote universally accessible and affordable broadband across the continent, unlocking the benefits of internet-based services for all. In particular, the programme aims to create a more harmonised and enabling regulatory framework for the use of Information and Communication Technology (ICT) for social and economic development. It will include digital strategies for areas such as health, education, and agriculture. PRIDA aims to enable the African continent to benefit fully from digitalisation and build the capacity of African Union (AU) Member States in the internet governance space. The programme is a joint initiative of the AU, the EU and the International Telecommunication Union (ITU).

The purpose of this consultancy is to develop and deliver guidelines and training to national administrations from the PRIDA target countries on the establishment and operation of national Search and Rescue (SAR) services. The deliverables to be produced under the consultancy will include providing an overview of modern radiocommunication technologies used in the maritime domain and how such communication infrastructures may be established and maintained. This may entail liaising with national administrations prior to each training in order to ascertain the current SAR infrastructure and procedures used by participant national services so that course content can be tailored accordingly.

**TERMS OF REFERENCE**:
The consultant will:

- Provide guidance on the qualifications of personnel required to operate SAR communication systems (e.g., coast station and RCC staff, engineering personnel).
- Develop all course content to fulfil the project objectives so that participants are provided with an overview and core references for the establishment and operation of an effective maritime SAR radiocommunication service in line with international best practices.
- Deliver the training in line with the project manager’s timelines and conditions (physical or virtual).
- Provide the Administrations with the relevant guidelines, and any additional information needed, for the duration of the consultancy contract.
