ORGANIZATIONAL UNIT

The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:

- Office of the Deputy to the Director and Field Operations Coordination Department
- Partnerships for Digital Development Department
- Digital Networks & Society Department
- Digital Knowledge Hub Department

The office of the Deputy to the Director and Field Operations Coordination Department is responsible for advising and supporting the Director on the direction and management of the Bureau. It is also responsible for leading all matters related to personnel, strategic, financial and operational planning and reporting processes. The department oversees the work of the Regional Offices, ensuring proper delegation of authority and accountability of the Regional Offices. This department coordinates the holding of BDT conferences and events, monitors the implementation of decisions emanating from the World Telecommunication Development Conference (WTDC), the Telecommunication Development Advisory Group (TDAG) or Council, and cooperates closely with the other Sectors of the Union and the General Secretariat on matters of relevance to BDT and the overall work of the Union. BDT Regional Directors report to this department.

**TERMS OF REFERENCE**:
In particular, the expert shall undertake the following:

- Conduct a comprehensive review, analysis and assessment to the telecom/ICTs markets.
- Determine whether there is a licensed with SMP in each telecom/ICTs markets.
- Provide a better understanding of the increasingly important role of competition law principles in the regulation of telecommunications.
- Provide a background for competition policy and regulatory intervention in the market.
- Review types of anti-competitive behavior and remedies.
- Explore competition guidelines/safeguards best practices.
- Consider what cannot be left to competition.
- Reviewing the definitions of the relevant telecommunications markets in Syria considering the changes in services provision, customers' behavior and technological developments.
- Analysis of each individually defined relevant market to identify operators with SMP and market failures.
- Proposal of remedies to rectify market failures.
- Contribute to the achievement of maximum industry consensus in the designation of dominance.
- Contribute to the achievement of a maximum industry consensus in the introduction of remedies.
- Provide, within stipulated deadlines, the content and tools that he/she will develop for ITU and MCT review.
- The expert shall deliver the final set of materials in Word and PPT formats for the workshop along with a summary report for the sessions.
- Deliver the Market Analysis training workshops - drafting the agenda and preparing training material in coordination with ITU and MCT.
- Draft the market study report in Word document and PPT format, including research revised findings, an executive summary, and a list of stakeholders interviewed for primary data collection and based on feedback and comments, meeting international quality standards.
- Perform any other duties relevant to this work, which may be assigned by the ITU and in the context of this work.

**CONCRETE DELIVERABLES**:
The consultant shall complete the following deliverables:
Deliverable 1: A draft study report on “Review and Analyze the telecommunications/ICTs market of Syria" in word format to be sent to ITU and MCT for review by April 2023. The report shall contain the main four sections below:
