ORGANIZATIONAL UNIT
The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:
- Office of the Deputy to the Director and Field Operations Coordination Department
- Partnerships for Digital Development Department
- Digital Networks & Society Department
- Digital Knowledge Hub Department
The office of the Deputy to the Director and Field Operations Coordination Department is responsible for advising and supporting the Director on the direction and management of the Bureau. It is also responsible for leading all matters related to personnel, strategic, financial and operational planning and reporting processes. The department oversees the work of the Regional Offices, ensuring proper delegation of authority and accountability of the Regional Offices. This department coordinates the holding of BDT conferences and events, monitors the implementation of decisions emanating from the World Telecommunication Development Conference (WTDC), the Telecommunication Development Advisory Group (TDAG) or Council, and cooperates closely with the other Sectors of the Union and the General Secretariat on matters of relevance to BDT and the overall work of the Union. BDT Regional Directors report to this department.
**TERMS OF REFERENCE**:
- Under the overall guidance of the Regional Director of the ITU Regional Office for Asia and the Pacific region, the daily supervision of the Programme Coordinator/Officer, and in coordination with the Joint Programme Project Officer, the expert will:
- Lead design, planning and implementation of identified smart islands in Tonga:
- Design and develop the Smart Islands plan (including needs assessment, infrastructure assessment, linkage with national plan, partnerships, governance, work plan) for identified village(s) considering the digital connectivity, priority digital services, financing, digital safety, sustainability, digital inclusion, and capacity building.
- Carry out research and undertake stakeholder (government, community, partners) consultations on smart island planning (individual and meetings) and gather inputs for identified smart island of the country.
- Provide informed advice and hold stakeholder consultations and conduct at least five awareness training sessions on digital literacy, online safety, and digital services.
- Identify the digital skills need for the community in general with specific focus on vulnerable populations (e.g., women, youth, persons with disabilities) and develop a digital skills work plan for two years including skills needed, target audience and potential partners.
- Provide recommendations to the government, community and ITU on the four pillars of Smart Islands, including (a) improving broadband connectivity, (b) making broadband affordable, (c) enhancing digital skills, and (d) providing digital services, to impact people's lives based on their local priorities.
- Identify and coordinate with partners in implementation of the Smart Islands programme in the country.
- Act as a coordinator and provide appropriate support in the preparation of a workplan for Smart Islands activities aimed at long term sustainability of the services.
- Support collecting real life impact stories in video, written, and photo formats for reporting and publication purposes.
