ORGANIZATIONAL UNIT

The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:

- Office of the Deputy to the Director and Field Operations Coordination Department
- Partnerships for Digital Development Department
- Digital Networks & Society Department
- Digital Knowledge Hub Department

The office of the Deputy to the Director and Field Operations Coordination Department is responsible for advising and supporting the Director on the direction and management of the Bureau. It is also responsible for leading all matters related to personnel, strategic, financial and operational planning and reporting processes. The department oversees the work of the Regional Offices, ensuring proper delegation of authority and accountability of the Regional Offices. This department coordinates the holding of BDT conferences and events, monitors the implementation of decisions emanating from the World Telecommunication Development Conference (WTDC), the Telecommunication Development Advisory Group (TDAG) or Council, and cooperates closely with the other Sectors of the Union and the General Secretariat on matters of relevance to BDT and the overall work of the Union. BDT Regional Directors report to this department.

**BACKGROUND INFORMATION**:
The Caribbean region comprises multiple countries and territories, each with their own telecommunications and ICT regulatory framework. The lack of harmonisation and coordination among these frameworks has led to inefficiencies, inconsistencies and barriers to entry for telecommunications companies, hindering economic growth and development. The Caribbean Community (CARICOM) is an intergovernmental organisation that is a political and economic union of 15 member states (14 nation-states and one dependency) throughout the Americas and Atlantic Ocean.

Recognising these shortcomings, the CARICOM Conference of Heads of Government at its Intersessional Meeting of February 2021, urged the Special Council for Trade and Economic Development - Information and Communications Technologies (COTED-ICT) to examine the feasibility of establishing a Single Regional Telecommunications Regulator for the consideration of the Forty-Second Meeting of the Conference in July 2021. The Conference noted that this was fundamental to achieving a single ICT space, encouraging investment in and advancing the digital economies of the region.

The Caribbean Telecommunications Union (CTU), established by CARICOM, is charged with the responsibility to report back to the government heads on this instruction and has requested ITU’s assistance in this regard.

In March 2021, a local expert was engaged to undertake appropriate studies to provide a concept paper to adequately inform the decision makers on the feasibility of a single regulator. The consultant’s final report, which was submitted in December 2021 suggested that at a minimum, the region ought to embrace as part of its vision for the creation of a CARICOM Single ICT Space, ultimately, a Single CARICOM Regulatory Authority. In the interim, however the consultant recommended the following steps, inter alia, should be considered:
a. Restructure, properly resource and empower the CTU to drive the process of transition and to be the regional hub for policy, legislative and regulatory R&D, as well as technological and business innovation. In addition, the CTU should work in collaboration with the ITU, the CARICOM Secretariat, ECTEL, and national regulatory authorities to develop the CARICOM Single ICT Space.
