ORGANIZATIONAL UNIT

The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:

- Office of the Deputy to the Director and Field Operations Coordination Department
- Partnerships for Digital Development Department
- Digital Networks & Society Department
- Digital Knowledge Hub Department

The office of the Deputy to the Director and Field Operations Coordination Department is responsible for advising and supporting the Director on the direction and management of the Bureau. It is also responsible for leading all matters related to personnel, strategic, financial and operational planning and reporting processes. The department oversees the work of the Regional Offices, ensuring proper delegation of authority and accountability of the Regional Offices. This department coordinates the holding of BDT conferences and events, monitors the implementation of decisions emanating from the World Telecommunication Development Conference (WTDC), the Telecommunication Development Advisory Group (TDAG) or Council, and cooperates closely with the other Sectors of the Union and the General Secretariat on matters of relevance to BDT and the overall work of the Union. BDT Regional Directors report to this department.

**BACKGROUND INFORMATION**:
PRIDA is an initiative by the African Union Commission (AUC), European Union (EU) and International Telecommunication Union (ITU). It also includes RECs, African Telecommunications Union (ATU), Regional Regulatory Associations, National Regulators, and other stakeholders.

This initiative aims at providing direct and indirect actions for helping African countries to achieve efficient and harmonized spectrum utilization, including training, capacity building, workshops, creation of national, regional and Africa level Regulations, Guidelines and Roadmaps.

**TERMS OF REFERENCE**:
Under the overall supervision of the PRIDA Project Manager, the consultant will:

- Define all technical assistance related activities terms of reference (ToR).
- Define expected activities and outputs for the senior consultants to be recruited.
- Define work plans.
- Recommend timelines.
- Define the degree of specialization required for the assignment.
- State knowledge, qualifications, experience, and skills required for the assignment.

**CONCRETE DELIVERABLES**:
1. The Terms of reference are developed for all the PRIDA Project remaining technical assistance activities.
2. The Senior consultants’ terms of reference are defined and fully detailed (qualifications, skills, and experience).
3. For each set of activities, the work plans are fully developed, including recommended timelines.

**COMPETENCIES**:

- Excellent technical writing skills and Computer literacy.
- Strong analytical skills with conceptual understanding.
- Strong, proven functional skills in analytical writing, and producing reports.
- Excellent demonstrated ability to be flexible and work under tight deadlines in an independent working environment.
- Familiar with the technical needs of African policy makers and regulators.
- Ability to deliver consulting services in the most professional, effective, and efficient manner.

**QUALIFICATIONS REQUIRED**:
**Education**:University degree in the field of Information Communication Technology (ICTs), Spectrum Management, Telecommunication, or related fields. An advanced degree would be an advantage.

**Experience**: At least seven (7) years of experience in the ICT and related fields with proven experience in Spectrum Management.

**Languages**:Knowledge of English OR French at advanced level.
