ORGANIZATIONAL UNIT


The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels.

To effectively and efficiently serve the needs of ITU members,
BDT is organized into four functional areas:

  • Office of the Deputy to the Director and Field Operations Coordination Department
  • Partnerships for Digital Development Department
  • Digital Networks & Society Department
  • Digital Knowledge Hub Department

BACKGROUND INFORMATION:


The ITU-managed PRIDA (Policy and Regulation Initiative for Digital Africa) project aims to create a more harmonized and enabling regulatory framework for the use of Information and Communication Technology (ICT) for social and economic development.

It will include digital strategies for areas such as health, education, and agriculture.

The PRIDA project aims to enable the African continent to benefit fully from digitalization and build the capacity of African Union (AU) Member States in the internet governance space.

The project is a joint initiative of the AU, the EU, and the International Telecommunication Union (ITU).
Spectrum Management processes can be established under a various frameworks including policies, regulations, strategies, and guidelines.

The radio spectrum frameworks govern the utilization and provide guidance on the licensing requirement of the radio spectrum in general.

The spectrum management policy document speaks into the process of managing the radio spectrum and sets out the national spectrum objectives including focus areas and radiocommunication services such as Aeronautical and Maritime.

In view of the above, the Development Sector of the ITU (BDT), through the PRIDA project is providing technical assistance and training to beneficiary countries in several items related to spectrum management and regulatory policy.

Therefore, ITU is seeking the services of consultants to support ITU in providing training and technical assistance activities in spectrum regulatory and management as described below.


TERMS OF REFERENCE:

The consultant will be:

  • Preparing the training materials on topics related to spectrum management and regulatory policy.
  • Providing capacity building and producing a report with recommendations based on feedback and lessons learned.
  • Developing an assessment tool which will be used to assess the participants post training.
  • Conducting an assessment post training.
For technical assistance purposes, in accordance with the identified topic (see the above), and under the direction of the PRIDA Project Team and / or a Senior Expert, the consultant will:

  • Assess challenges faced by countries.
  • Develop roadmaps for appointed topic need according to the country context.
  • Develop guidelines, framework, and implementation plan for the identified topic.
  • Make recommendations on the way forward based on international best practices including specific cases from Africa.

CONCRETE DELIVERABLES:

  • Training/workshop materials, reports, and recommendations.
  • Guidelines and framework on appointed topic.
  • Implementation plan for appointed topic.
  • Agenda and post mission/training/workshop report.

COMPETENCIES:

  • Indepth knowledge in spectrum management and/or spectrum regulatory policy.
  • Handson experience in development of guidelines.
  • Excellent communication and writing skills.
  • Ability to research.

QUALIFICATIONS REQUIRED:

Education:
University degree in telecommunication engineering, ICT, radiocommunication or relevant related field. Advanced university degree would be an advantage.

Experience:
At least one (1) year of experience in the field relevant to the Special Service Agreement (SSA).
