ORGANIZATIONAL UNIT

The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:

- Office of the Deputy to the Director and Field Operations Coordination Department
- Partnerships for Digital Development Department
- Digital Networks & Society Department
- Digital Knowledge Hub Department

**BACKGROUND**:
As of December 2023, the database contains information on terrestrial fibre and microwave links to the following extent:

- 4 million km of fibre and microwave links
- 44 thousand transmission links and 27 thousand Nodes (or fibre access points)
- 596 operators

The information also extends to geospatial data of cell tower location, mobile coverage prediction, location of points of interest for connectivity (i.e. communities, schools, health centres, postal offices).
These critical data are supporting an increasing number of ITU/BDT partnerships and connectivity initiatives to estimate how to better close connectivity gaps to communities, schools, and financial hubs.

**TERMS OF REFERENCE**:
Under the direction of the Future Networks and Spectrum Division Project Coordinator, the consultant will:

- Research terrestrial fibre networks, digitalize into the GIS standard used under the ITU Transmission Map project and addition to the existing database. The identified priority countries will be indicated by FNS division supervisor.
- Prepare documentation of all developments.
- Attend coordination meetings, webinars and other events when required.

**CONCRETE DELIVERABLES**:

- Data ingestion into the database and testing.
- Documentation of the deliverables.

**COMPETENCIES**:

- Geographical Information Systems (GIS): Knowledge of ICT infrastructure data acquisition (e.g., ITU terrestrial fibre networks), GIS data and standards, and GIS database and system operation.
- Demonstrated experience with PostGIS, QGIS desktop software, and Software development environment (e.g. Azure DevOps).
- Effective communication and presentation skills.

**QUALIFICATIONS REQUIRED**:
**Education**:University degree in Telecommunication, Computer Science, Engineering, Geographical Information Management. An advanced degree would be an advantage.

**Experience**:At least two (2) years of experience in the field relevant to the Special Service Agreement (SSA). At least (1) one year of experience in Geospatial data collection. Experience in similar projects would be an advantage.

**Languages**:Knowledge of English at advanced level.

**REMUNERATION INFORMATION**:
Between USD 145 and USD 280 per working day depending on the work experience of the consultant.
