ORGANIZATIONAL UNIT
The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:
- Office of the Deputy to the Director and Field Operations Coordination Department
- Partnerships for Digital Development Department
- Digital Networks & Society Department
- Digital Knowledge Hub Department
The office of the Deputy to the Director and Field Operations Coordination Department is responsible for advising and supporting the Director on the direction and management of the Bureau. It is also responsible for leading all matters related to personnel, strategic, financial and operational planning and reporting processes. The department oversees the work of the Regional Offices, ensuring proper delegation of authority and accountability of the Regional Offices. This department coordinates the holding of BDT conferences and events, monitors the implementation of decisions emanating from the World Telecommunication Development Conference (WTDC), the Telecommunication Development Advisory Group (TDAG) or Council, and cooperates closely with the other Sectors of the Union and the General Secretariat on matters of relevance to BDT and the overall work of the Union. BDT Regional Directors report to this department.
**BACKGROUND INFORMATION**:
Support to Rural Entrepreneurship, Investment and Trade in Papua New Guinea (EU-STREIT PNG) programme is the largest grant-funded programme of the European Union in the country and in the Pacific sub-region. The programme was developed under the umbrella of 11th European Development Fund (2014-2020) and is being implemented as a United Nations joint programme including the Food and Agriculture Organisation of the United Nations (FAO), the International Labour Organization (ILO), the International Telecommunication Union (ITU), the United Nations Capital Development Fund (UNCDF) and the United Nations Development Programme (UNDP) in close collaboration with the Government and local partners with an emphasis on local entrepreneur in agriculture.
- As one of the implementing agencies, the International Telecommunication Union (ITU) is responsible for development of the telecommunications and ICT innovations and partnerships within Component 2 of the programme.
- The programme will make significant investments in improving the capacities of enterprises, local entrepreneur in agriculture as well as government and value chain stakeholders. The project will work within a framework of capacity development, in which the following principles are actively promoted:
- ITU and its UN Partners will work directly closely with the government and the private sector/entrepreneurs. Specifically, DAL/Cocoa Board and relevant public and private partners will be involved in developing, implementing, and designing sustainability into the project activities and investments to ensure future continuation and sustainability.
- Combining public and private interests will also foster and improve capacities for future economic sustainability and enterprise development and growth in the three value chains.
Low national capacity is a risk, and the project will work to strengthen the capacity of key government officials, farmers, private sector actors, youth as well as the capacities of key institutions such as the DAL extension service at local government level as well as at the Provincial level. Enhancing the local capacity at LLG, and Provincial level will positively contribute to providing an evidence base for enhanced policy engagement and development environment.In partnership with other UN agencies such as UN FAO, ILO, UNCDF, and UNDP, ITU is responsible to develop training
