ORGANIZATIONAL UNIT

The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:

- Office of the Deputy to the Director and Field Operations Coordination Department
- Partnerships for Digital Development Department
- Digital Networks & Society Department
- Digital Knowledge Hub Department

**BACKGROUND**:
In line with the WTDC-22 Kigali Action Plan, the International Telecommunication Union (ITU) carries out a number of activities related to circular economy and climate change. These include the delivery of technical assistance to ITU Member States to support the preparation of e-waste management regulation, the collection and improvement of data on e-waste, the publication of reports on circular economy and climate change, the development and maintenance of databases covering e-waste regulation and greenhouse gas emissions from the ICT sector of countries and from the tech industry. ITU also provides support to its Member States in the areas of emergency telecommunications -such as in planning, disaster response, common alerting protocol and disaster connectivity and through the global Early Warnings for All Initiative

**TERMS OF REFERENCE**:

- Under the direction of the Head of the EET Division, the consultant will:
- Support with the promotion of the EET Division’s projects to highlight local level impact and results of technical assistance, capacity building and advisory services provided to beneficiaries across all regions of the world.
- Assist with the preparation of reports on climate change and circular economy, the maintenance and updating of related databases covering greenhouse gas emissions and e-waste policy and regulation.
- Support the team with the development of newly started work streams in the area of climate change such as driving corporate accountability in the ICT industry.
- Provide assistance with the preparation of resources mobilization materials covering the core topics of the EET Division on circular economy, climate change and emergency telecommunications in order to increase resources and build new partnerships across these core topics.
- Develop videos and audio materials to promote the products and services across circular economy, climate change and emergency telecommunications, especially those related to the local level delivery of capacity building and technical assistance to ITU Member States.
- Continuously update the impact stories, news and data displayed across the EET Division's and partnership's websites, which will include when and where needed, the restructuring of content and layout.
- Collaborate with the ITU Regional and Country Offices, when and where needed, in particular during the promotion of country-level activities.
- Develop presentations, speaking remarks, briefing notes and information materials.

1) Very well finished products such as reports and events that have been supported, including implemented projects.

2) Very well produced and targeted materials for the purposes of resource mobilization and for partnership building.

3) Very well managed and structured website content for external purposes and maintained records and reporting for internal purposes.

4) Very well communicated and promoted core topic areas of circular economy, climate change and emergency telecommunication.

**COMPETENCIES**:
Demonstrated skills in communications and awareness, fundraising and the delivery of promotional materials. Familiarity with the work of the UN system and other international organizations.
