Lead, Employee Relations

Reporting to the Manager, Rewards, Staff Relations, and Workforce Planning, the Lead, Employee Relations & Policies is responsible for managing the development and driving the execution of strategic employee relations and policies and procedures related activities.
They have overall responsibility for ensuring the Global Fund pursues an employee relations strategy that effectively supports its continuously evolving business, whilst safeguarding consistent fair and equitable treatment of employees, supporting the manager in setting the vision and strategy, prioritizing employee relations programs and initiatives.
The Lead, Employee Relations & Policies, will be responsible for:
- Managing the overall labor relations within the organization and work with the business in an advisory capacity, making recommendations to management in the handling and/ or resolution of employee relations matters
- Providing expert guidance to key stakeholders within the Global Fund on complex matters related to employee relations and help understand and translate business strategy into employee relations initiatives and relevant policies
- Addressing complex employee relations issues, overseeing the provision of mediation and investigations services as required, and for managing the responses to formal Requests for Resolution as well as any coordination required with the Appeal Board
- Lead the development and implementation of HR policies and procedures in line with the relevant legal requirements and regulations, ensuring the organization compliance to avoid risk or exposure
- Managing an Associate Specialist, Employees Relations & Policies.
Key Responsibilities
Under the direction of the Manager, Rewards, Staff Relations, and Workforce Planning, the Lead, Employee Relations & Policies will complete the duties and activities in the following areas:
Employee relations:
- Translate business strategy into employee relations initiatives and provide global oversight on employee relations management- Design employee relations and policies strategies, ensuring compliance with employment legislation and Global Fund statutory requirements;- Use highly developed interpersonal skills to manage the resolution of more complex conflicts, working through and with others to affect mutually acceptable solutions;-
- Responsible for mediation, investigation and management of complex employee relations issues;- Responsible for managing employee relations and requests for resolution and appeal board requests. Lead on the accurate recording of all requests for resolution and, as applicable, all requests for appeal, and ensure thorough investigation/fact-finding in order to provide draft responses to these requests, ensuring compliance with ILOAT and Global Fund statutory requirements;- Work closely with the Legal & Governance Department to ensure employee relations matters are addressed and underpinned by appropriate legal guidance and the approach taken is in compliance with the by-laws and related instruments of the Global Fund;- Undertake the responsibilities assigned to the HR Department in investigations as well as in protecting employees and related staff from retaliation;- Lead on the provision of support to the HR Business Partners through providing advice and case management support on less complex employee relations matters,- Responsible for the more complex cases or those with specific sensitivities;- Regularly complete a review of the records and documentation of analysis, fact-finding cases, and follow-up notes for employee relations issues, disciplinary and employee grievance data, to ensure adequate and appropriate case management, mitigating the risk to the organization and enabling timely and specific HR reporting- Review background research to support the formulation of the Global Fund position in all cases of conflict and dispute resolution, with a view to ensuring consistency and compliance with the institutional and administrative policies and procedures of the Global Fund as well as fairness and effective resolution of such cases.- Lead the conduct or review of fact-finding and/or mediation work to support decision-making by HR- Ensure the management of Loans and Secondments into and out of the Global Fund;- When required, act as the focal point for Staff Council in collaboration with CoE Specialists. Ensures proactive Staff Council stakeholder engagement and consultation.
HR policies and procedures:
- Lead the continuous improvement of the Global Fund HR policies and procedures, ensuring a fair and reasonable working environment based on HR best practice in comparator organizations and within the context of the International Labour Organization Administrative Tribunal (ILOAT) and the Global Fund statutory requirements;- Responsible for the Global Fund policies & procedures and ensure continuous improvement of the policy framework;- Work closely with the Legal & Governance Department to ensure that HR policies are underpi
