OBJECTIVES OF THE PROGRAMME


The Global Polio Eradication Initiative (GPEI), mandated by the World Health Assembly to stop transmission of wild poliovirus, has reduced global incidence of polio by 99.9%.

It is a partnership spearheaded by WHO, Rotary International, US CDC, UNICEF and Gavi, the Vaccine Alliance, and supported by BMGF.

To accomplish the mandate, the Partnership has adopted a new strategy for 2022/2026 with a 5-year cost of US$ 4.8 billion.

To cover some of the immunization and surveillance activities under this Strategy the GPEI has recently engaged with the European Investment Bank in a results-based financing mechanism.

The conditions of this engagement are covered under the GPEI contribution agreement.

DESCRIPTION OF DUTIES

  • Provide support with the management of the financial contributions from the EIB to the GPEI. This includes funding distribution, monitoring implementation, and preparing financial and management reports.
  • Develop budget and financial tools to facilitate variance analyses, reconciliations, and timely reports.
  • Approve and/or validate obligations and expenditures.
  • Closely coordinate with regional, national and GPEI counterparts to gather and consolidate financial data, analyzing and preparing the financial reports.
  • Ensure accountability through the application of appropriate financial controls.
  • Provide financial management support to outbreaks with the planning and development of budgets, workplans and allocations, monitoring implementation and processing financial analysis.
  • Provide support on financial planning and award management to Polio staff in HQ and in Regions ensuring correct linkage between projects of the unit and the awards, supporting award implementation and final closure, producing periodic and ad hoc financial and award management reports, according to the donor agreements while ensuring complete liquidation of funds on time.
  • Contribute to departmental compliance with all organizational requirements for budget, financial and associated work while monitoring the engagement and terms of payments, review of encumbrances, preparing ad hoc and periodic monitoring and implementation reports.
  • Provide sound budget and finance advice to Polio staff in HQ, Regions and countries and assisting with the development of guidance, tools, standard operating procedures.
  • Perform other duties as assigned by the supervisor.

REQUIRED QUALIFICATIONS
Education

Essential:

  • A first university degree in business administration, finance or information science related to the functions of the position.

Desirable:

  • A university degree (ideally at Masters level or above) in business administration, finance, or accounting.
  • Professional accounting certification such as CPA, CA or CIPFA or official qualifications on information systems.
Experience

Essential:

  • At least 5 years of experience in accounting and financial management and reporting within the UN system.
  • Experience in consolidation and analysis of financial data using ERP systems and developing recommendations to support managerial decisionmaking.
  • Related experience in public private partnerships.
  • Demonstrated exposure to the international context.

Desirable:

  • Substantial experience with WHO financial systems.
Skills

  • Sound knowledge and skills in finance, budget, accounting, management policies, practices and procedures, including the application of IPSAS.
  • Ability to detect risks and anomalies and make recommendations.
  • Very good knowledge of and skills in the use of modern integrated accounting systems.
  • Good communications (written and oral).
  • Sound analytical skills and attention to details.
  • Good knowledge and experience in office packages and ERP based systems.
  • Good skills with data analysis tools including Excel and PowerBI.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars.

The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4531 per month for the duty station indicated above.

Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
