**About City Cancer Challenge**

City Cancer Challenge Foundation (C/Can) supports cities around the world as they work to improve access to equitable, quality cancer care.

The approach is built on the core principle that cities can drive impact at national level by crafting data-driven solutions with the support of a network of global, regional, and local partners that reflect an understanding of the unique local context.

C/Can was launched by the Union for International Cancer Control (UICC) at the 2017 World Economic Forum Annual Meeting in Davos. It was established as a standalone Swiss foundation in January 2019.

**About the readiness for access to medicines initiative**

Access to cancer medicines in low
- and middle-income countries (LMICs) presents a critical challenge marked by multifaceted barriers, including limited infrastructure, regulatory complexities, financial constraints, and inadequate healthcare systems. These hurdles significantly impede timely and equitable availability of essential cancer medicines, exacerbating disparities in cancer care and hindering optimal patient outcomes in LMICs.

The Readiness for Access to Medicines Program led by City Cancer Challenge is a strategic initiative aimed at enhancing healthcare systems, particularly by focusing on comprehensive preparedness and systemic capacity to deliver systemic cancer treatment. This initiative is designed to ensure equitable and timely access to essential medicines for cancer treatment within the network of C/Can cities. By employing a comprehensive health systems strengthening approach, the program addresses multifaceted challenges associated with access to cancer medicines, fostering a systemic improvement. Emphasizing needs assessments, stakeholder engagement, policy and regulatory enhancements, capacity development, and sustainable planning, the initiative aims to create a robust framework. Through these efforts, we seek to overcome barriers, improve access to cancer care medicines, and fortify health systems for long-term impact in our target cities.

The program is currently active in Asunción (Paraguay), and the plan is to expand its reach to several C/Can cities across various geographies, promoting widespread impact and sustainable change.

**Summary of the position**

The Technical Cooperation Manager (Readiness for access to medicines) is a pivotal role within C/Can, responsible for the technical lead of the "Readiness for Access to Medicines” program. Reporting to the Director of Technical Cooperation and Capacity Development, the incumbent will play a critical role in offering technical support, ensuring the integrity of projects, and aligning them with international best practices; strategic project oversight, and support to project management; and technical liaison across diverse areas within C/Can. The emphasis on a health systems strengthening approach, coupled with the integration of sustainable practices, underscores the commitment to creating enduring positive impacts in the target cities.

**Key Responsibilities**

**Technical integrity of the program**:

- Provide technical support to the program, ensuring that activities maintain technical integrity and adhere to international standards for healthcare and pharmaceutical access.
- Ensure technical alignment across the Technical Cooperation program, collaborating with other C/Can teams to ensure seamless technical alignment, fostering synergy and coherence across various components of the program.
- Mobilize external expertise for program implementation, as necessary to reinforce and complement internal capabilities, ensuring effective implementation of the program and addressing complex technical challenges.

**Project oversight**:

- Ensure that projects under the program align with C/Can organizational goals, strategy, and priorities, contributing to the overall mission of the organization.
- Provide strategic guidance and high-level supervision for projects in the program aiming to reduce risks, enhance project performance, and ensure consistency in implementation.
- Collaborate closely with the C/Can staff and stakeholders in participating cities to support their role and oversee the overall performance of projects, managing risks, issues, and scope.

**Project management**:

- Provide support throughout the project life cycle, from initiation to closure, ensuring adherence to best practices in project management.
- Ensure a Health System Strengthening approach to project development, focusing on developing overall capacity and efficiency, and safety of healthcare delivery.
- Develop and provide up-to-date tools, including templates, to support project development, coordinating with the relevant C/Can teams to ensure organizational harmonization.
