**Organizational Context**:
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

**The Zurich Flood Resilience Alliance** (hereafter**:_The Alliance_**) is a multi-sectoral partnership which brings together community programmes, research, shared knowledge, and evidence-based influencing to build community flood resilience in developed and developing countries. Its vision is that floods should have no negative impact on people’s ability to thrive. To achieve this, it is working to increase funding for flood resilience; strengthen global, national, and subnational policies; and improve flood resilience practice. Within the Alliance, the IFRC and National Societies are currently operating community resilience and disaster law programs in nine countries.

**Job Purpose**:
The overall purpose of this position is to contribute to the strengthening and improvement of the quality, accountability, performance and impact of Red Cross Alliance programs and operations supported by IFRC. This includes providing technical assistance and guidance for PMER-related matters, and conducting reliable planning, monitoring, evaluation for country programs, donor reporting, and establishing a M&E framework for community-based interventions. The role involves improving and strengthening project quality, performance, and impact, by providing technical assistance and guidance in PMER.

Additionally, given the closure of Alliance country programs in Q2 of 2024, the position will lead the strategy and operationalization of country and global level final evaluations. The purpose of these final evaluations is to evaluate the achievements/outcomes made towards operational strategies, show accountability to people served and the Zurich Foundation donor, gather lessons learned and best practices, and formulate recommendations to inform future programming.

**Job Duties and Responsibilities**:
**Monitoring, Evaluation and Reporting**
- Provide technical advice to Red Cross Alliance country teams in the regular monitoring of their projects, programmes and plans to facilitate results-based management with the aim of strengthening accountability and producing evidence-based impacts.
- In coordination with the IFRC Regional Offices and Country Delegations where relevant, support the collection and analyses of data to improve and strengthen programme quality, performance, and impact of country teams.
- Ensure that staff are aware of and use tools such as the MEAL plans, Gantt charts, indicator tracking tables (ITTs), baseline-endline studies, and matrixes to monitor objectives, indicators, and activities.
