**Organizational Context**:
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.

The current set of indicators includes indicators used for monitoring of emergency response operations and longer-term programmes. Some of them are mapped across the programmatic sectors (primary, secondary, and tertiary connection to a defined set of sectors), others are not. They have varying level of detail (definitions, disaggregation information) and not all of them are linked to the structure of the Federation-wide results matrix. Many indicators are repetitive, since they are used in various contexts with some alternations to the text. The bank is in the form of an Excel document, therefore vulnerable to erroneous change of data in it. This indicator bank will be transitioned into a management tool making indicators available primarily to IFRC network members and linked to various monitoring and data collection tools used in the organization.

**Job Purpose**:
The IFRC Secretariat is seeking a consultant to perform a review of the set of indicators to be used in monitoring of the IFRC network country-level work. This consultancy will contribute to the harmonisation of the data collection process, and support coherence in development of accountability frameworks for programmes, projects, and emergency response operations across the IFRC Network.

**Job Duties and Responsibilities**:
Updated list of indicators in Excel, using the structure defined by the data management team of the Strategic Planning Department. These indicators should:

- be mapped across to the programmatic sectors in a systematic and coherent way (including AP codes);
- include a definition for each of the indicators;
- include proposed standards for data collection and disaggregation (e.g. value ranges and types, sex, age, and disability, urban/rural, direct/indirect people reached, etc.);
- be assessed for and ranking in line with the frequency of their use for planning, monitoring and analysis of programmes’ implementation;
- be verified/validated by the thematic leads in the IFRC Secretariat in Geneva.

The above tasks are expected to require up to 50 days maximum and should be completed before December 31, 2024.

**Consultancy management**

**Experience**:
**Required**
- Minimum of 10 years' progressive experience in monitoring and methodologies within the humanitarian context.
- Experience in conducting similar consultancies, with demonstrable evidence of producing high quality results.
