This position is located in the Digital Economy Capacity Building Section of the E-commerce and Digital Economy Branch in the Division on Technology and Logistics in the United Nations Conference on Trade and Development (UNCTAD). The future incumbent will report to the Head of the E-commerce and Digital Economy Branch.

**Responsibilities**:
Within delegated authority, the Chief of the Digital Economy Capacity Building Section will be responsible for the following duties:

- Provides policy guidance to the Head of Branch, on conceptual strategy development and management of the implementation of overall strategies and intra and inter-divisional/departmental policies and procedures related to capacity-building and technical assistance provided in the area of e-commerce and digital economy.
- Plans, coordinates, supports and oversees the management of activities undertaken by the Section, including inter alia, the provision of capacity-building and technical assistance activities of the Branch, such as eTrade Readiness Assessments and their follow up, e-commerce strategies and e-commerce and law reform; ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Section, and, in liaison with other organizations of the United Nations System, donors, partners and agencies as appropriate.
- Oversees the preparation of project proposals, takes the lead and makes substantive contributions to and coordinates the preparation of global/regional/national workshops and seminars.
- Leads or coordinates the formulation, organization and management of economic and legal analysis and the formulation of national and regional economic strategies, policies and actions related to e-commerce and the digital economy.
- Manages, supervises and carries out the work programme of the Section under his/her responsibility. Co-ordinates the work carried out by the Section; provides programmatic and substantive reviews of drafts prepared by others.
- Provides substantive input in the preparation of position papers and reports for presentation to intergovernmental bodies, such as the Trade and Development Board, Intergovernmental Group of Experts on E-commerce and the Digital Economy, the General Assembly and other policy-making organs, as appropriate.
- Contributes to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
- Ensures that the outputs produced by the Section maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Section under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
- Prepares inputs for the work programme of the Branch and Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
- Supports the Branch’s resource mobilization strategies, notably as far as extra-budgetary funding is concerned and secures funding for additional project activities.
- Recruits staff for Section taking due account geographical and gender balance and other institutional values.
- Manages, guides, develops and trains staff under his/her supervision.
- Fosters teamwork and communication among staff in the Unit/Section and across organizational boundaries.
- Represents the Organization at inter-agency meetings, seminars, as appropriate and liaises with colleagues from across UNCTAD and other relevant parts of the UN system, including UN Resident Coordinators, UN Country Teams, eTrade for all partners, and other development partners to explore opportunities for collaboration and joint activities.
- Deputizes for the Head of Branch as required.
