This position is located in the Donor and External Relations Section (DEXREL), Executive Direction and Management (EDM) of the Office of the United Nations High Commissioner for Human Rights (OHCHR) in Geneva, Switzerland. The incumbent reports to the Chief of the External Outreach and Partnerships Service under the overall guidance of the Deputy High Commissioner.

**Responsibilities**:
Within delegated authority the Senior External Relations Officer (Chief of Section) will be responsible for the following duties:

- Plans and develops resource mobilization strategies of the Office to secure funding from Donors: Governments, Foundations and Private Sector.
- Advises the High Commissioner, the Deputy High Commissioner and senior management about the implementation of these strategies and proposes relevant actions to be taken with donors to ensure timely, predictable and stable funding from voluntary contributions.
- In close cooperation with the Chief of External Outreach and Partnership Service, Division Directors, Chiefs of Branches, programme managers and heads of field offices, as well as with the Policy, Planning, Monitoring and Evaluation Service and the Programme Support and Management Services, develops annual and multi-annual funding plans based on programmatic priorities and expenditure patterns; identifies funding requirements for unforeseen or specific activities.
- Develops proposals to identify additional funding sources and new funding mechanisms, with particular emphasis on the Private Sector and on joint financing with other entities of the United Nations system (i.e. OCHA, MPTF, PBSO etc.) and bilateral programmes.
- Develops and maintains donor profiles, coordinates the compilation and dissemination of all relevant material in order to enhance OHCHR’s ability to attract extra-budgetary resources.
- Leads the preparation of the Annual Appeals and Annual Reports to donors and contributes substantially to the publication of the Strategic Management Plan.
- Leads and directs the staff of the Section; plans and allocate work assignments; coaches, mentors and evaluates staff; participates in recruitment and selection of new staff and in development and training programmes.
- Is responsible for briefing donor governments on OHCHR’s funding strategies, advises them on programmatic priorities, negotiates the levels and terms of contributions and maintains relations with governments, both in capitals and through Permanent Missions, with a view to ensuring maximum funding stability for OHCHR extra-budgetary activities.
- Performs other related duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, public administration or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
