The Chief of the Statistics Division of the Economic Commission for Europe (ECE), based in Geneva, Switzerland, leads the work of the Statistics sub-programme of ECE, as well as the Population Unit (housed within the Statistics Division). The incumbent is reports directly to the Executive Secretary and Under-Secretary-General (USG) of ECE.

The incumbent provides the strategic vision and leadership for the ECE Statistics sub-programme and the Population Unit from within the Housing, Land Management and Population sub-programme. The incumbent ensures high quality servicing of the Conference of European Statisticians and the Standing Working Group on Ageing (SWGA), and ensures the implementation of the related mandated programmes of work. The incumbent is responsible for the preparation of methodological guidance and reports; the collection and processing of statistical data; and the maintaining of ECE statistical databases. The Chief of Service also oversees the technical cooperation and capacity development activities of the Division and is responsible for the management and supervision of Division staff and related deliverables.

**Responsibilities**:
Under the guidance of the ECE Executive Secretary and the relevant intergovernmental bodies, the Chief of Division, within delegated authority, will perform the following duties:

- Provides vision and leadership for the ECE Statistical programme and the Population Unit. Advises the ECE Executive Secretary on all aspects of statistical work and on population issues in the region.
- Formulates, leads and implements the substantive work programme of the Statistical Division and ensures that programmed activities are demand driven and carried out in a timely fashion to a high standard of quality, maintaining relevance and visibility.
- Keeps abreast of major statistical developments in the ECE region with a view to identifying implications and opportunities for international cooperation.
- Supervises the servicing of the ECE intergovernmental body on statistics, the Conference of European Statisticians (CES), the Standing Working Group on Ageing (SWGA), and their subsidiary bodies and expert groups.
- Collaborates closely on statistical matters with Heads of national statistical offices and relevant national Ministries dealing with population development in the ECE region as well as with the United Nations agencies and other international organizations active in the region.
- Supervises the development of methodological guidance, recommendations, norms, standards and publications, and ensures their endorsement by the relevant ECE intergovernmental bodies.
- Oversees the collection, processing and appraisal of statistical data, the maintenance of ECE statistical database, and the preparation of relevant reports for the ECE regional forums and sessions.
- Ensures timely reporting to the ECE Executive Committee and the ECE Commission Sessions.
- Supervises the Regular Programme on Technical Cooperation (Budget Section 23) and the Regional Adviser in statistics and oversees technical cooperation projects in statistics and population.
- Mobilizes resources for technical assistance activities in response to priority needs of countries from Eastern Europe, Caucasus, and Central Asia, and coordinates work closely with donors.
- Promotes complementarities between the operational activities of ECE and those of other international organisations active in the region.
- Manages and guides staff of the Division to ensure the smooth implementation of the programmes of work, and the efficient and effective use of the resources.
- Manages the performance of staff, encourages staff development. Recruits staff for the Division taking into account geographical and gender balance and other institutional priorities.
- Contributes to the achievement of ECE budgetary and HR management goals contained in the Executive Secretary’s Compact with the Secretary-General.
- Fosters teamwork and communication among staff in the Division.
