This position is located in the Security and Safety Service of the United Nations Office at Geneva. The incumbent reports to the Chief of Operations.
**Responsibilities**:
Under the general supervision of the Chief of the Service and the direct supervision of the Chief of Operations, the incumbent:
- Is responsible for the organization and conduct of the activities and operations of the unit in the Palais grounds, by day or by night, in normal or stressful conditions, including: security of persons, property, buildings, conferences and special events; control of access to United Nations premises.
- Organizes and coordinates security and safety arrangements for conferences that require significant reinforcements or resources and contacts the responsible officials.
- Supervises security officers assigned to or subordinate to the unit in the course of daily operations, ensures that directives are known and implemented.
- Consults and advises the Assistant Chief on all issues and activities taking place inside the United Nations complex.
- Drafts the service orders required in order to accomplish tasks.
- Ensures that the schedule of conferences and events of an operational nature is updated.
- Prepares cost estimates in connection with the unit’s operations, in addition to overtime authorization forms.
- Ensures that the assignment and deployment of staff is consistent with the mission and makes changes if necessary.
- Gathers the necessary data from the host country police force or other bodies as part of preparation for missions.
- Drafts reports and records in respect of incidents that disrupt the proper functioning of the unit.
- Drafts disciplinary reports in respect of incorrect conduct or actions by subordinates.
- Takes note of reports drafted by subordinates and takes action to correct reported irregularities.
- Commissions reports on any negligence that could encourage theft of United Nations or staff property.
- Identifies the training/education needs of the unit and formulates an annual training/education plan.
- Acts as First Reporting Officer (e-PAS system) for subordinates.
- During the recruitment process, drafts and corrects the technical test for subordinate positions and functions and participates in the selection panel.
- Takes note of administrative circulars and enforces security measures.
- Prepares an annual report on the activities of the unit and maintains updated statistics in order to do so.
- Sets the unit budget at the start of every administrative year.
- Supervises the acquisition, delivery and payment process in respect of purchases made for the benefit of the unit.
- Acts as Chief of Operations if necessary.
- Performs all other tasks in connection with the position.

Education
High school diploma or equivalent is required.
Job - Specific Qualification
A valid driver's license is required.
Work Experience
A minimum of ten (10) years' experience in the police, military or security services of the United Nations or other similar international organization is required.
Out of these ten years, at least five (5) years having been spent in a United Nations Security and Safety Service are desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English or French and knowledge of the other language are required.
