This position is located in the Economic Cooperation and Integration among Developing Countries Unit (ECIDC), Division on Globalization and Development Strategies (DGDS) of the United Nations Conference on Trade and Development (UNCTAD), Geneva. The Chief of service reports to the Director of DGDS/UNCTAD.

**Responsibilities**:
Formulates and implements the substantive work programme of the Unit under his/her supervision. Oversees the management of activities undertaken by the Unit, ensures that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within the Division and Department, and with other organizations of the United Nations System, as appropriate.
- Leads, supervises and carries out the work programme of the Unit under his/her responsibility. Directs, co-ordinates and undertakes substantive research on issues of economic cooperation and integration among developing countries, in particular the macroeconomic context for south-south integration, including the role of large emerging economies; regional value chains and structural transformation; and south-south financial arrangements;
- Keeps abreast of policy issues at the national and international level so as to assess research priorities, particularly through consultations with high-level government officials and relevant international institutions; directs, coordinates and provides substantive written contributions to the preparation of reports and documents; provides substantive reviews of the drafts prepared by others.
- Co-ordinates and oversees the preparation of reports for presentation to intergovernmental bodies such as Trade and Development Board, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate.
- Cooperates with the Director in policy formulation for the Division and for UNCTAD as a whole; advising the Secretary-General on policy matters within area of competence.
- Ensures that the outputs produced by the Unit maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Unit under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
- Assists the Director in preparing the work programme of the Unit, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
- Designs and coordinates technical cooperation projects related to the work programme of the Unit.
- Recruits staff, taking due account of geographical balance.
- Manages, guides, develops and trains staff under his/her supervision.
- Fosters teamwork and communication among staff in the Unit and across organizational boundaries.
- Leads and supervises the organization of meetings, seminars, etc. on substantive issues. Manages the substantive preparation and organization of such meetings or seminars.
- Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or holds programmatic/substantive and organizational discussions with representatives of other institutions.
- Represents the Division at international, regional or national meetings.
