Context:
Under the guidance of the Director General and overall supervision of the Director of Resources
Management, and in close collaboration with the Chief of Staff and other members of the IOM’s
senior management, the Director is responsible for setting and leading the Organization’s
corporate human resources (HR) strategy; driving change and reform that enhances the HR
function; advising management, key stakeholders, and the leadership throughout IOM on
strategic human resources issues; and promoting collaboration across departments, regional
and country offices on human resource policies and priorities.

**Core Functions / Responsibilities**:
**1. Within the framework of the UN Common System, formulate and promote HR strategies in
order to support the strategic objectives of IOM, including in the following functional areas:

- Organizational design, workforce planning and post classification
- staffing and mobility,
- staff development and learning

- Diversity and inclusion
- Staff wellness.
- Conditions of service for locally and internationally recruited staff

2. Update and maintain Staff Regulations, Rules and Procedures aligned with modern reward,
recognition and employment practices while taking into consideration the requirements of the
UN Common System, in the context of the needs of IOM staff and field operations.

3. Manage the effective functioning of the IOM Health Insurance schemes and Health Claims
Processing Units; Provide advice and support on medical insurance benefits and guidance on
medical insurance rules while serving as liaison with the Organization’s insurance providers.

4. Provide administrative oversight to the Occupational Health Unit, responsible for all aspects
of staff health issues and services in the workplace, including mental health and staff welfare.

5. Direct the activities of HR staff and functions in Headquarters including talent management,
strategic staffing and mobility, staff learning and development, HR communications, health
insurance and HR policy development and advisory functions.

6. Ensure the smooth and efficient functioning of the delocalized operational HR functions, in
coordination with the Heads of the Manila Administrative Centre (MAC) and the Panama
Administrative Centre (PAC). Ensure timely implementation of salary surveys, salary scale
changes, grade surveys and staff allowances to better match operational needs.

7. Provide authoritative advice to the Director General (DG), Deputy Director General (DDG)
and the Senior Management on complex and sensitive HR issues, staff policy matters and make
recommendations for remedial actions. Advice and counsel senior management staff in
Headquarters, Regional and Field Offices to set a proactive and responsive HR management
and culture for the Organization.

8. Consult proactively with the Staff Association Committee (SAC) on all human resources
matters that affect staff employment and conditions of service. Provide substantive and
evidence-based input to Senior Management to ensure a professional working environment
throughout the Organization.

9. Identify best practices in the area of HR within the UN, multilateral and private sector and
implement procedures to improve workflows. Anticipate future HR needs of the Organization
and establish policies and activities to ensure a robust HR management throughout the
Organization and to support high staff morale and professionalism.

10. Ensure the efficient use of the information technology management system (Processes and
Resources Integrated Systems Management (PRISM)-HR) to leverage and support HR
management and decision making processes.

11. Promote a positive and respective work environment and implement proactive measures in
order to resolve complex personnel situations and to avoid appeals..

12. Coordinate the preparation of relevant HR reports and documents for presentation to

Governing Bodies.

13. Represent the Organization at relevant inter-organizational bodies of the UN, particularly the
HR network.

14. Perform such other duties as may be assigned.

**Required Qualifications and Experience**:
**Education**
- Master’s degree in human resources management, law, organizational development,

international relations, social sciences or a related field from an accredited academic institution

with fifteen years of progressively responsible experience in human resources management,

with particular emphasis on strategic functions in human resources management, five years of

which should be at a senior management level; or
