ORGANIZATIONAL UNIT

The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:

- Office of the Deputy to the Director and Field Operations Coordination Department
- Partnerships for Digital Development Department
- Digital Networks & Society Department
- Digital Knowledge Hub Department

The office of the Deputy to the Director and Field Operations Coordination Department is responsible for advising and supporting the Director on the direction and management of the Bureau. It is also responsible for leading all matters related to personnel, strategic, financial and operational planning and reporting processes. The department oversees the work of the Regional Offices, ensuring proper delegation of authority and accountability of the Regional Offices. This department coordinates the holding of BDT conferences and events, monitors the implementation of decisions emanating from the World Telecommunication Development Conference (WTDC), the Telecommunication Development Advisory Group (TDAG) or Council, and cooperates closely with the other Sectors of the Union and the General Secretariat on matters of relevance to BDT and the overall work of the Union. BDT Regional Directors report to this department.

**BACKGROUND INFORMATION**:
This project is approved by ITU, AIEN, and the King Abdulaziz City for Science and Technology -(KACST) who hold the current General Secretariat office as well as the presidency of AIEN.

Training: training stakeholders in the region on areas of innovation and entrepreneurship, such as incubation management and design thinking.

**TERMS OF REFERENCE**:
Under the guidance and supervision of the Operations Officer, the expert will:
1. Support the visibility of AIEN as part the ITU Regional office for Arab States' activities in Innovation and entrepreneurship.
2. Update and implement AIEN communication strategy.
3. Plan, edit and produce content for a variety of internal and external communication channels (web portal, newsletters, face-to-face and virtual meetings).
4. Ensure that AIEN activities are successfully supported and communicated to members and key external stakeholders.
5. Accomplish proactive media work, including monitoring and analysis of traditional and social media.
6. Liaise with contractors and assist with procurement for the development of AIEN communication tools.

**CONCRETE DELIVERABLES**:

- Draft Communication engagement plan updated.
- Update the AIEN social media platforms.
- Explore new social media expansions.
- Update the AIEN web portal.
- Draft and create AIEN communication messages (such as articles, visuals etc.).
- Prepare a final report indicating the final deliverables for this activity (in Ms Word format no more than 20 pages).

**COMPETENCIES**:
Strong aptitude and understanding of the communication aspects of stakeholder engagement (internal and external audiences).
Ability to present complex information into clear and concise language for AIEN members and external stakeholders.
Excellent oral and written communications skills with ability to engage and motivate.

**QUALIFICATIONS REQUIRED**:
**Education**:University degree in Business administration, communications, marketing, or a related field OR education from a reputed college of advanced education with a diploma of equivalent standard to that University degree in one of the fields above.

**Experience**:At least three (3) years of experience in communication/community management /stakeholders’ management.
Previous experience in Entrepreneurship and innovation is strongly preferred.
Experience in implementing communication strategies.
Work experience from an international /multicultural env
