Job Title: Associate Finance and Budget Officer P2

At OCHA, we are seeking a highly skilled Associate Finance and Budget Officer P2 to join our team. The successful candidate will be responsible for the following duties:

Budget Preparation
  • Review, analyze and assist in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements for Trust Funds administered by the BRS Secretariat.
  • Assist managers in the elaboration of resource requirements for budget submissions.
Budget Administration
  • Prepare allotments, including redeployment of funds when necessary, ensuring appropriate expenditures.
  • Monitor budget implementation and recommends reallocation of funds as necessary.
  • Monitor expenditures to ensure that they remain within authorized levels.
  • Review all requisitions for goods and services to ensure (a) correct coding blocks have been charged, and (b) availability of funds.
  • Administer and monitor extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
  • Assist in the preparation of budget performance submissions.
  • Review and assist in finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures.

Requirements:

  • Advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting or related field.
  • Minimum of two (2) years of progressively responsible experience in accounting, finance, budget, business administration or related area.
  • Experience producing financial reports using business intelligence tools to analyze data from an Enterprise Resource Planning (ERP) System (such as SAP).

Working Language: English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required.
