World Meteorological Organization (WMO) is seeking an experienced Human Resources Expert to enhance its existing HR strategy. The ideal candidate will have a proven track record in HR policy development and implementation, with extensive experience in the HR function of a UN common system organization.
The successful consultant will review the existing HR strategy, identify areas for update and revision, and propose relevant updates especially in the areas of staff well-being, gender, diversity and inclusion (GDI), career development, learning and training. They will also develop a framework of core competencies applicable to the WMO context and make proposals for its phased integration in the HR policy framework of WMO.
The incumbent will analyze the specific external and internal context in which the WMO HR function operates, ensure that the proposed strategy revisions and competency framework are relevant for WMO, and pilot test the competencies framework with a sample of targeted staff to gather feedback and validate its effectiveness.
Required Skills and Qualifications:
- Extensive experience (at least 15 years) in the HR function of a UN common system organization, preferably at the leadership level.
- Proven track record in HR policy development and implementation.
- Excellent ability for analysis and clear and concise writing skills.
- Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.
