**What we are looking for**:
The newly established NRC Policy and Advocacy Section (PAS) resulting from the merge of the Advocacy Media and Humanitarian Policy sections is seeking an experienced **Head of Policy & Advocacy - Strategy & Support**to provide technical supervision, strategic guidance, and support to Country Offices (COs) and Regional Offices (ROs). This includes offering backstopping, surge capacity, remote support, and advice, as well as leading the development and dissemination of global strategies, tools, and training.
The role focuses on enhancing NRC’s capacity to drive systemic change by integrating advocacy and programming across the organization, improving coordination of advocacy and policy efforts at country, regional, and global levels, and securing resources to effectively support advocacy and policy initiatives.
**What you will do**:
Some of your specific responsibilities include:
- Responsible for building NRC’s capacity to affect systemic change, in line with NRC’s global strategy, including leading the design, planning and implementation of efforts to better integrate advocacy and programmes across the organization, improve coordination on advocacy and policy efforts across country, regional, and global levels, and more effectively fundraise for advocacy and policy resources.
- Lead, coordinate and provide global support and input to the One response strategy process in country offices - and the development of complementary advocacy strategies and workplans, together with the Regional Heads of Advocacy.
- In collaboration with the thematic leads, lead the development and revision of NRC’s global advocacy strategy, facilitate its implementation, and evaluate its impact on global, regional, country and representative office levels.
- Lead or support strategic planning, coordination and implementation of private and public global advocacy initiatives on country-specific and thematic issues of global interest.
- Improve the evidence and knowledge base for advocacy including by identifying and sharing best practice and by direct support to COs and ROs to help identify research questions and generate evidence, including the perspectives of displacement-affected people.
- Provide expert advice, briefings and talking points to the Policy and Advocacy Director, Secretary General and senior management staff on relevant advocacy matters.
- Ensure coordination and information sharing between Regional Heads of Advocacy and other relevant advocacy, policy and communications colleagues at the global level, including through the regular advocacy loop calls.
- Secure a strong link between NRC’s policy, advocacy, media and communications work and represent the section in the daily morning meetings with the public communications section.

**What you will bring**:
- Master's degree in social science, human rights, law or other relevant field
- Minimum of seven years progressively responsible work experience from humanitarian advocacy, including field experience.
- In depth knowledge, expertise and experience in advocacy, campaigning, or similar.
- Proven management experience, including in areas such as strategic planning, budgeting and team management. Knowledge about own leadership skills/profile. Experience with managing remote team members is an asset.
- Proven research and analytical skills.
- Ability to work efficiently and to organise and prioritise different streams of works, including keeping to tight deadlines.
- Strong team player and ability to build trust and secure efficient collaboration across teams.
- Excellent written and oral communication skills in English.
- Excellent presentation skills.
- Excellent interpersonal and facilitation skills.
- High level strategic and tactical skills. Experience in developing advocacy strategies and ensuring effective implementation.
- Strong knowledge and understanding of humanitarian sector, both policy and practice. Experience from NRC is an asset.
- Professional knowledge and understanding of the use of media and communications for public advocacy
- Experience from matrix management.
- Experience with training and capacity building.
- Proven coordination, networking, communication and interpersonal skills.
- Knowledge and understanding of international humanitarian and human rights law is an asset.
- Strong oral communications skills, and experience from representation and media interviews.
- Excellent written communication skills and experience in editing public documents.
- Strong team player and ability to build trust and secure efficient collaboration across teams.
- Flexibility and ability to adjust to changes and new requirements.
- Knowledge of, or fluency in other languages relevant for the position is an asset, especially French, Spanish and/or Arabic.
