Within GMD, Operational Efficiency, drives the integration of the Global Fund’s organizational strategy into the GMD-owned core grant life cycle (GLC) processes to translate ~$4 billion per year of donor funding into successful programs. These processes are used by over 100+ countries and 20,000+ in-country stakeholders in all geographical regions supported by the Global Fund (GF). The GLC processes are at the heart of the Global Fund’s operating model in country and define how the Global Fund makes its grants, reviews performance, disburses funds and closes grants - as such, are critical to achieving the Fund's mission.
Within OE, the Manager, Business Process Optimization (BPO) is responsible for the successful and on-time delivery between 1 to 2 major cross-divisional projects (called launches) each year in addition to regular continuous improvement activities. As part of each launch, s/he is responsible for the diagnosis of the current performance, the identification of unmet needs and the definition and execution of strategic improvements to processes, systems and data flows.
The Manager, BPO applies deep expertise and knowledge across multiple disparate functional areas (grant management, business process improvement, IT systems development from a business perspective) to build novel solutions to how the Global Fund manages its grants, updating the GF approach to respond to a dynamic and changing global development environment.
S/he negotiates with colleagues across multiple disciplines and divisions as well as with in-country stakeholders to facilitate agreement on and implement changes that meet organizational needs while differentiating and balancing impact on the Secretariat and external stakeholders. As part of this, s/he is oversees the development of the communication and change management strategy to introduce such changes and to motivate CTs and in-country stakeholders to adopt the changes.
The Manager is accountable for successfully mainstreaming GLC process changes into business process support, monitoring and reporting, and process execution through the Grant Operations team.
S/he manages a team of ~8 staff and contractors. This includes staff (i) undertaking grant lifecycle launches and (ii) ensuring continuous improvement and change management.
Key Responsibilities
The Manager, Business Process Optimization is accountable to ensure the successful and on-time delivery between 1 to 2 major cross-divisional launches each year in addition to regular continuous improvement as follows:
Working across GF divisions and with in-country stakeholders and using a strong project management approach, design and operationalize core Grant Life Cycle (GLC) process changes- Establish extensive collaboration and maintain strong interpersonal diplomacy to influence key stakeholders (internal and external) and partners.- Enable prioritization of GLC business needs in collaboration with business owners and IT, based on rigorous assessments of resource needs and benefits.- Provide direction and oversight for the assigned grant life cycle (GLC) business processes to ensure an end-to-end and integrated approach towards the Secretariat & in-country actors.- Engage with in-country implementers to assess impact of GLC process changes and to collect input to drive further improvements.- Lead cross-functional meetings to ensure organizational engagement and alignment.- Lead the co-ordination of timely contributions from various cross-divisional business teams and IT teams and workstreams to develop and present reports/ briefings/ solutions to internal stakeholders, senior management and reports to governance bodies.- Oversee cross-divisional diagnosis of the assigned business processes to define step-change and continuous improvements and best practices, through strong stakeholder management.- Design innovative solutions to address the challenges identified and assesses the end-to-end impact of proposed solutions to processes, procedures, system solution and data flows.- Oversee the definition of detailed business requirements, business sign-off of design, and execution of UAT for system releases.- Design, develop and deliver the processes, data flows, monitoring & reporting improvements as agreed.- Coordinate with the OE policy practice to ensure timely policy and procedure development as part of the launch deliverables.- Define and roll-out the changes through an integrated launch approach or continuous improvement, including mainstreaming into business as usual.- Drive the effective change management (i.e., stakeholder analysis, communications, documentation and training) for assigned launches and continuous improvement efforts.- Mainstream GLC process changes into ongoing business process support, monitoring and reporting through a timely and quality hand-off to the OE BPS and CI colleagues.- Mainstream GLC process changes into quality and timely process execution through a careful hand-off to the Gran
