ORGANIZATIONAL UNIT

The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:

- Office of the Deputy to the Director and Field Operations Coordination Department
- Partnerships for Digital Development Department
- Digital Networks & Society Department
- Digital Knowledge Hub Department

**TERMS OF REFERENCE**:
Under the direction of the Cybersecurity Coordinator and in close collaboration with cybersecurity focal points in the ITU Regional Offices, the consultant will provide support for the implementation of the 2024 ITU Global CyberDrill and for the preparation of the 2024 Regional CyberDrills.

The consultant will perform the following:
1. Global CyberDrill coordination and liaison support:

- Organize and manage the diverse agendas of the 2024 Global CyberDrill events, ensuring seamless coordination and execution.
- Conduct comprehensive research to identify and engage key stakeholders for the 2024 CyberDrill events.
- Provide documentation support, including the development of informational materials, checklists, and summaries.

2. Speaker and participant support:

- Assist and support speakers, panelists, moderators, and event attendees, ensuring a seamless and productive experience.

3. CyberDrill events promotion and marketing:

- Execute effective promotional campaigns, including social media management and partner engagement strategies to boost events visibility and attendance.

4. Real-time information collection:

- Deliver post-events reports and create content:

- Prepare professional detailed meeting reports and engaged blog content, highlighting key takeaways and insights for stakeholders.

5. Analytical review and recommendations:

- Analyze event outcomes with the provision of strategic recommendations and identification of lessons learned for continuous improvement.

6. Comprehensive outcome documentation:

- Produce extensive outcome reports and reflective blog content, providing valuable retrospectives and actionable insights for future initiatives.

**CONCRETE DELIVERABLES**:

- Coordination and support for the implementation of 2024 Global CyberDrills event and preparation of the 2024 Regional CyberDrills.
- Effective CyberDrills promotion and marketing materials.
- Comprehensive reports and blog posts, video script that encapsulate outcomes and experiences of the 2024 ITU CyberDrills.

**COMPETENCIES**:

- Proven track record of leading and managing complex cybersecurity events.
- In-depth knowledge of the operational framework and guidelines for the planning and execution of ITU CyberDrill events.
- Excellent communication, coordination, and editing skills, producing high-quality reports and documentation in English.

**QUALIFICATIONS REQUIRED**:
**Education**: Advanced university degree in telecommunication, computer science, information technology or relevant field.

**Experience**: At least five (5) years of progressively responsible experience in the field relevant to the Special Service Agreement (SSA). Proven experience in organizing CyberDrills or similar cybersecurity events.

**Languages**: Knowledge of English at advanced level.

**REMUNERATION INFORMATION**:
250 USD / working day.
