**I. MSF INTERNATIONAL**

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation.

MSF International is the legal entity that binds MSF’s 23 sections, 25 associations and other offices together. Based in Geneva, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.

**II. POSITION BACKGROUND**

True to the MSF ambition of promoting a more comprehensive approach to care, Quality of Care (QoC) remains a strategic focus for the organization in the coming years. This features in each operational center’s strategic plans.

“In order to improve the healthcare, we deliver, the IGA calls for a common framework for reporting annually at international aggregate level, quality of care and quality improvement activities in the delivery of healthcare across all operating entities. We call on the IB to assure a multidisciplinary approach in designing, validating and implementing such a framework in order to achieve improved care through shared learning and mutual accountability.”

Field teams across MSF work hard every day to provide good quality of care. However, it remains challenging to measure what we are doing in the name of quality, and how effective these measures are. This is therefore a priority to address.

Through specific quality of care indicators, we would aim to establish a baseline to determine how far a project (or project elements) are in terms of quality and safety of care and, to help identify gaps and areas for improvement. These indicators will allow projects from primary health to secondary healthcare to set up one or more improvement plans and to be able to follow it (them) with indicators results. It would also allow for monitoring and oversight of adherence to minimum standards for quality of care and patient safety.

**III. PLACE IN THE ORGANISATION**

The Quality of Care Consultant will work in closest collaboration with the Quality Alliance (QA) and will have overall supervision by OCG Improvement of Healthcare advisor. During this assessment the QoC consultant will also work with input from technical clinical groups, person-centred care specialists, and other department representatives (logistic, WatSan, HR) as needed.

**IV. OBJECTIVES OF THE POSITION**
- Define a limited set of quality-of-care indicators, that are measurable and applicable across different MSF health activities. This will be based on MSF needs (expressed through OC strategic plans, quality alliance members and the Med-Dir platform) and on published quality of care work in humanitarian settings and previous OC’s experiences.
- Advise on best how to represent these indicators within existing data tools/reporting systems
- Advise on mechanisms to effectively communicate and visualize indicators
- Advise on how these indicators can be piloted/implemented and what metrics can be used to understand value of these indicators
- Provide a reflection on minimum standards related to quality of care in humanitarian settings if time permits

**V. EXPECTED RESULTS**
- Background paper/rational capturing the process/decisions behind the proposed quality of care indicators and tools.
- Production of toolkit for the field to collect the data set according to the defined quality of care indicators
- Prepare package for pilot testing of the tools
- Medical, paramedical or a healthcare management degree
- Public health degree or formal Quality Improvement diploma/education strongly preferred
- Fluent in English; another language such as French, Spanish or Arabic would be an asset
- Understanding of the technical and political dimension of the medical humanitarian work
- Good understanding of healthcare provision in humanitarian settings
- Field experience with MSF or another humanitarian organisation is an asset
- Master Microsoft tools: knowledge about Power BI or DHIS2 is an asset
- At ease with data and statistics literacy
- Excellent verbal and written communication skills - that are demonstrable
