Evaluation Director

Job Summary
The World Health Organization (WHO) is seeking a highly qualified and experienced Evaluation Director to lead its Evaluation Office. The successful candidate will be responsible for providing strategic leadership to the evaluation programme, developing and directing a coordinated programme of evaluation, and ensuring its execution in an effective and efficient manner.
Key Responsibilities
- Develop and implement a biennial work plan for evaluation, aligned with WHO's key strategic instruments.
- Oversee the implementation of the Framework for strengthening evaluation and organizational learning.
- Ensure the use of evaluation findings to promote organizational learning and inform key decisions.
- Manage the budget and human resources of the Evaluation Office.
- Represent the Organization in matters related to evaluation and organizational learning.
Requirements
- Advanced university degree in social sciences, public health, or a related field.
- At least 15 years of evaluation experience, with at least five years at the senior management level.
- Substantial experience in advising senior officials and managing financial and human resources.
- International experience and experience working in an organization of the UN system or other multilateral agency.
Skills
- Excellent knowledge of evaluation theory and practice, including UNEG norms and standards for evaluation.
- Demonstrated ability to manage and conduct complex evaluations, including evaluation design, data collection, and analysis.
- Ability to promote and cultivate an organizational learning culture within the Organization.
- Excellent negotiation and facilitation skills.
Language Skills
- Expert knowledge of English.
- Intermediate knowledge of French.
