Job Summary

The WHO is seeking a highly experienced Director Evaluation to lead the Evaluation Office in providing strategic leadership and direction to the organization's evaluation function.

Key Responsibilities

  • Develop and direct a coordinated programme of evaluation, ensuring its execution in an effective and efficient manner.
  • Align the Organization's evaluation programme with WHO's key strategic instruments.
  • Produce normative guidelines for the conduct of evaluations.
  • Ensure appropriate use of evaluation findings to promote organizational learning.
  • Inform senior management of evaluation results and present pragmatic recommendations.
  • Budgetary and human resource management of EVL.
  • Communication of evaluation results to influence views of staff, Member States, and other stakeholders.
  • Represent the Organization in matters related to evaluation and organizational learning.

Requirements

  • Advanced level university degree in social sciences, public health, or related field.
  • At least 15 years of evaluation experience, including 5 years at the senior management level.
  • Substantial experience in advising senior officials, managing and mobilizing financial and human resources, and leading, motivating, and supervising staff.
  • International experience and experience working in an organization of the UN system or other multilateral agency.

Desirable Qualifications

  • Work experience in developing countries.
  • Excellent knowledge of evaluation theory and practice, including UNEG norms and standards for evaluation.
