Job Description

We are seeking a Programme Management Officer to join our team at the Office for the Coordination of Humanitarian Affairs (OCHA). The successful candidate will be responsible for managing programmes and projects, as well as providing technical assistance and guidance to teams.

Key Responsibilities
  • Programme Management: Participate in the evaluation of assigned programmes/projects, monitor and analyze programme/project development and implementation, review relevant documents and reports, identify problems and issues to be addressed and propose corrective actions, liaise with relevant parties, and identify and track follow-up actions.
  • Consulting Assignments: Perform consulting assignments, in collaboration with clients, by planning facilitating workshops for the discussion, dissemination and use of evaluation results, through other interactive sessions, and assisting in developing the action plan the client will use to follow up and implement the evaluation recommendations.
  • Research and Analysis: Research, analyze, and present information gathered from diverse sources.
  • Policy Development: Assist in policy development, including the review and analysis of issues and trends, preparation of meta-evaluations or other research activities and studies.
  • Survey Initiatives: Undertake survey initiatives; design data collection tools; review, analyze, and interpret responses; identify problems/issues and prepare conclusions.
  • Written Outputs: Prepare various written outputs, e.g., evaluation guidance, draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Meetings and Conferences: Provide substantive support to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Outreach Activities: Undertake outreach activities; conduct evaluation and Results-Based Management training workshops, seminars, etc.; make presentations on assigned topics/activities.
  • Field Missions: Participate in or lead field missions, including provision of guidance to external consultants, government officials, and other parties and drafting mission summaries, etc.
  • Coordination and Budgeting: Coordinate activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
Requirements
  • Professionalism: Knowledge of human rights issues and ability to identify related problems in their political, ethnic, racial, gender equality, and socio-economic dimensions. Knowledge of institutional mandates of human rights organizations, prevailing policies, and procedures. Research and analytical skills, including ability to identify and participate in the resolution of human rights issues. Ability to identify sources for data collection, research, and analyze information and draft human rights reports. Ability to evaluate and integrate information from a variety of sources and assess impact on the human rights situation in the area of assignment.
  • Planning and Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
