short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on
Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the
Organization, unless otherwise specified in their contract. Staff members holding a regular,
fixed-term or short-term graded contract will not retain their contract type if appointed to an
ungraded position.

**_ Context:_**

The Office of Ethics and Prevention of Sexual Exploitation and Abuse and Sexual Harassment
(OEP) is an independent Office reporting directly to the Director General. OEP leads IOM’s work
to foster an ethical culture, prevent sexual misconduct and other unethical behavior, promote
compliance with IOM’s core values, and advocate for integrity, transparency, accountability, and
respect.

The Office consists of two units: the Ethics and Conduct (ECO) Unit and the Prevention of
Sexual Exploitation and Abuse and Sexual Harassment (PSEAH) Unit.

OEP’s main responsibilities are to oversee the development and maintenance of a robust
institutional framework for ethics and PSEAH, including policies aligned with international
standards; timely guidance and advice to management and staff; effective training and
awareness programs; and confidential reporting channels with appropriate protective measures
for complainants and affected individuals. OEP plays a critical role in proactively identifying
risks, developing mitigation strategies and supporting with implementation, and coordinating
strategic initiatives and collaboration with internal and external partners as needed.

The Ethics and Conduct Unit (ECO) is responsible for promoting the highest standards of ethics,
integrity, transparency and accountability across IOM operations through core functions
including policy and advisory work; an annual disclosure program; global training and outreach;
initiatives to promote a speak-up culture and prevent all forms of misconduct; and
implementation of whistleblower protections.
Under the direct supervision of the Ethics and Intergity Officer, the Staff Development and
Learning (SDL) Assistant will have the following duties and responsibilities:
**_Core Functions / Responsibilities:_**

**Ethics training**:
1. Assist in scheduling and organizing ethics trainings across IOM regions/departments. In
coordination with Staff Development and Learning (SDL), Regional Offices, IOM Missions, and
other offices as necessary, monitor participant lists and completion rates for mandatory and
other ethics trainings.

2. Process internal registration of the trainings once completed; produce reports through IOM’s
e-learning platforms; and assist in preparing graphic presentation of key data and trends.

**Outreach and event planning**:
3. Assist with ECO's outreach and event planning, including all logistics, vendor/supply
coordination, on-site support and follow-up.

**Communications materials**:
4. Assist the ECO team with the creation and use of varied communications and promotional
materials, such as invitations to ECO’s trainings, PowerPoint presentations, posters, flyers,
website updates, photo galleries, and any other materials promoting or documenting ECO
initiatives.

**Data management**:
5. Maintain and update ECO’s files and databases on training statistics and ensure complete
and accurate filing for future reference.

6. Track case information and any other data related to trainings, as requested. Suggest and
implement improvements to ECO’s case management and data tracking systems.

**Travel support**:
7. Assist with travel planning and arrangements for ECO’s face-to-face trainings, field visits and
other mission travel.

**Training of Trainers (ToT) support**:
8. Serve as the supporting focal point for ECO’s facilitators, who are required to deliver local
ethics trainings after successfully completing the ToT.

9. Follow up with all facilitators to encourage their prompt delivery of trainings, monitor their
progress, address their queries, and provide feedback in coordination with other ECO team
members.

**General administrative support**:
