The role of the MEAL Adviser is to develop and manage a comprehensive Monitoring, Evaluation, Accountability and Learning system to promote evidence-based strategy and planning, internal alignment, programme and project performance, and communication across internal and external audiences. The MEAL Adviser will lead the design and implementation of organisation-wide monitoring and evaluation policies and tools for evidence generation; and will provide technical support to develop and implement learning agendas to inform quality programming through access to and use of relevant and timely information on programme scale, relevance, effectiveness and impact.

**Responsibilities**
- Lead the development and management of an IDMC MEAL system, including policies, SOPs and other tools.
- Support programme staff in planning for and executing MEAL, including data collection and management, analysis and use.
- Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment or review.
- Contribute to organisational learning and knowledge management through supporting specific analysis, internal reviews, lessons learned and reports.
- Contribute to programme design and proposal discussions, including theory of change development, log frame development and budgeting.

**We are looking for**
- At least 5 years’ experience working on M&E capacity and systems development in a humanitarian or development organisation.
- Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in programmes that aim to influence policy through data generation and knowledge brokering activities
- Understanding of data and information needs for programme management and decision making
- Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods
- High level English language proficiency (speaking, reading, writing)
- Analytical and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint)
