**_ Context:_**

IOM supports migrants across the world, developing effective responses to the shifting
dynamics of migration and, as such, is a key source of advice on migration policy and practice.
The organization works in emergency situations, developing the resilience of all people on the
move, and particularly those in situations of vulnerability, as well as building capacity within
governments to manage all forms and impacts of mobility.

The Organization is guided by the principles enshrined in the Charter of the United Nations,
including upholding human rights for all. Respect for the rights, dignity and well-being of
migrants remains paramount.

Under the overall supervision of the Director General and direct supervision of the Deputy
Director General for Management and Reform, the Comptroller and Director, Department of
Financial and Administrative Management will direct and manage the organization's global
financial, budgetary, treasury, accounting and administrative functions and contribute to Senior
Management decision-making to help ensure IOM effectively delivers its mandate.

The ability to provide a clear vision for financial and administrative oversight, authoritative
advice and dedication to financial performance are essential to this role. The Comptroller and
Director, Department of Financial and Administrative Management will set financial and
administrative management standards, transforming organizational impact and performance
with a strategic and agile operating model, playing an integral role to ensure organizational
resilience to increasingly complex operating contexts.

**_ Core Functions / Responsibilities:_**

1.Direct and supervise the activities of the Department of Financial and Administrative
Management (DFM) and provide financial advice and guidance to Senior Management on
financial, accounting, asset management, budget, treasury and administrative matters
throughout the organization.

2. Formulate the organization's budgetary forecast and financial plans and proactively
participate in the formulation of the strategic plans and integrated budget.

3. Promote and enhance organizational performance, innovation, data-driven insight and agility
in organization’s operating model in close collaboration with the Office of Strategy and
Organizational Performance.

4. Develop, implement, and ensure adherence to global financial, accounting, budgetary and
administrative policies and procedures.

5. Monitor IOM’s financial performance to ensure achievement of global organizational
objectives and goals.

6. Establish internal control mechanisms, performance standards, and measurements ensuring
protection of IOM’s assets, efficient use of IOM’s resources, and adherence of the operational
transactions to the IOM Financial Regulations and Rules.

7. Ensure business partnership role of finance, including supporting the Global Shared Services
function, Administrative Centers, Regional and Country Offices by ensuring collaboration from
all levels within the organization and providing technical

relevant departments, monitor the allocation and implementation of the budgets. Contribute to
financial planning of IOM expenditures based on available and expected resources. Lead the

9. Manage and approve financial operations related to the organization's assets and liabilities,
revenue, and expenses. Decide on the investment of funds with the advice of the Treasury Risk
