**_ OBJECTIVES/PURPOSE: _**
- Help build and run a new, effective and efficient HTA delivery organization anchored in EUCAN but global in scope
- Define and oversee internal HTA production process as required in HTA Regulation in EU
- Manage stakeholders at all levels as well as content contributors from across the matrix at global, regional and local level
- Handle and organize vast amounts of information from numerous sources into an intuitive and cutting-edge knowledge management system for shared learnings
- Lead the adjudication of differing views related to asset strategy, interpretation of data, suitability of methods and technologies in achieving the overarching goals

**_ ACCOUNTABILITIES:_**
- Accountable for defining, structuring and communicating critical success factors for successful implementation of HTA as an emerging organizational capability across the Takeda matrix, meeting external requirement of the EU HTA Regulation
- Negotiating with numerous internal stakeholders and cross functional partners at local, regional and global level to develop and put in place a process that delivers high quality Joint Clinical Assessment Dossiers as well as Joint Scientific Consultations for future assets
- Leadership role in building and running the future HTA Operations organization in EUCAN, including resource and budget planning, people management, governance and performance management, across the pipeline portfolio
- Stakeholder management in a highly dynamic internal and external environment that must be and remain agile adjusting to the evolving needs, constraints and opportunities within the organization
- Ensure Takeda HTA Operations is a role model as a learning organization, focused on continuous improvement, best practice sharing and exemplary knowledge management to serve Takeda businesses around the world with insights from EU joint HTA and Joint Scientific Consultations

**_ CORE ELEMENTS RELATED TO THIS ROLE:_**
- Role integrates multiple components and capabilities, existing and emerging at Takeda, into impactful and compelling Joint Scientific Assessment Dossiers for submission to EU
- Components include, among others required for HTA: Biostatistics analyses for HTA, Epidemiology and population studies, Clinical Trial Design and Study Reports, Treatment pattern and patient preference research reports, HTA reports in the public domain relevant to the disease area and asset under consideration
- Oversees and guides the production process of Joint Clinical Assessments utilizing the above resources, and multiple competencies/skills such as HTA and Clinical Writing, HTA/Baysian Statistic Analyses, Large Document and Reference Management Tools, among others
- Ensures final product meets high expectations regarding strategic intent, clarity and completeness, technical requirements of destination platform chosen, as well as appropriate and fit-for-purpose review and governance process

**_ DIMENSIONS AND ASPECTS:_**

**Technical/Functional (Line) Expertise**
- Owing to the highly matrixed nature of HTA across Takeda, a high degree of sophistication in managing across the cross functional matrix and local/regional/global, including tools and systems required for effective knowledge management of a learning organization
- Proven track record in project management and hands-on demonstration in managing and leading through complexity and ambiguity, track record in negotiating service level agreements
- Multiple years of direct exposure to HTA methodologies, deliverables and processes in an international/global pharmaceutical context, advanced knowledge of company-internal HTA production process as well as external requirements and HTA stakeholders
- Strong understanding of launch preparedness and pre-launch activities to optimize position of brand from a pricing and reimbursement perspective
- Ability to act decisively and exercise sound judgement in making decisions with limited information
- Ability to assess complex issues, evaluate potential solutions with both quantitative and qualitative analysis and develop business cases to gain alignment on strategic decisions
- Ability to interface with key individuals and organizational customers, industry contacts and suppliers, using tact and building partnerships
- Superior communication, negotiation presentation and influencing skills
- Proven ability to influence without authority and work effectively with cross-functional teams
