The services of the consultant will consolidate the work of all involved stakeholders ensuring consistency and timely execution and assist the countries in interpreting the reference documents that will enable their IFF activities.

**Responsibilities**:
Building on the previous work of UNCTAD, UNODC and UNESCAP, the consultant will act as a project officer, assisting in project coordination, reporting and monitoring, organising meetings and workshops, liaising with the pilot countries, the relevant national authorities, their focal points and experts, to guide and assist them in project activities, jointly with UNESCAP.

Under the supervision of a project officer on Illicit Financial Flows i Asia the consultant will be responsible for:

- Follow-up on workshops and training events for the national statistical and other relevant institutions in Asian countries that participate in pilot testing of IFFs.
- Guide the national experts and focal points in their tasks, jointly with the national technical working groups, to discuss findings of pilot studies, share results, increase awareness and prepare action plans for further work.
- Ensure the visibility of the project outputs and activities by drafting news articles and social media posts on events, progress, successes and challenges encountered by pilot countries. Support visibility actions in the pilot countries engaging different national stakeholders and organise events and sessions in expert meetings to share information about the measurement of IFFs and outcomes of this project, for instance at the Illicit Trade Forum.
- Monitor the need for additional bilateral support to the members of technical working groups to ensure successful outcomes of pilots.

Keep abreast of activities and establish collaboration with international, regional and national organisations relevant to the project., to ensure engagement and coordinated action.
- Undertake field travels, as requested, to meet with national institutions to enable data collection and analysis based chosen methods, and coordinate the preparation of the final event of the project from UNCTAD’s side and participate in the event.
- Project finalization, analysis of results of pilots and reporting to the donor

The activities must build and be fully aligned with the Conceptual Framework for the Statistical Measurements of IFFs developed by the UNCTAD/UNODC Task Force, and with the Methodological Guidelines for the measurement of tax and commercial IFFs in pilots. The listed tasks aim at ensuring effective and coordinated project delivery and guidance of the country pilots.

The outcomes of the consultancy will have an impact on the execution of several work programmes in UNCTAD, in particular the work on illicit financial flows in the Statistics and the Debt and Development Finance Branches and in the Division on Africa and Least Developed Countries as well as several UNDA projects UNCTAD is carrying out with ECA, ESCAP and UNODC.

Qualifications/special skills
Skills: Proven and demonstrated project management skills. Specialized knowledge on challenges related to illicit financial flows, underground economy and illegal activities on the African continent and across African economies would be an asset.
Academic Qualifications: An advanced university degree, Master in political sciences, economics, statistics, mathematics, finance, sociology or related field.
Experience: At least 7 years, in illicit financial flows, rule of law and good governance. Specialized practical work experience in strategic and project planning, project design, management and coordination of project activities, experience in organizing stakeholder events, coordinating work and liaising with a large number of stakeholders is desirable.
Language: Fluency oral and written in English and French is required
